	How easy/hard is it to obtain an internal transfer?
	Has anyone seen a similar situation like mine?
	In short; after a formal interview, the hiring manager and personnel
felt confident they could make an offer once the Req. was signed off.   The
signature loop made it to the CSM Organization and became snagged.  I 
realize that AUSTERITY PROGRAMS are still in effect but I don't feel
comfortable that a DEC facility has work to do and a qualified candidate
to do it but is denied the opportunity because "CSM has too many excess and
will not be adding non-CSM employees to CSM positions."  I had
a formal interview at a different CSM affiliated facility where the hiring
manager stated her Req. would be secured if I verbally accept.  
	I see conflicting stories about CSM Organization that need 
clarification.  I desire the job that was denied and there-in-lies resides
my flame.	I have one year with the company and intend to be a lifer
with DEC if the opportunity for career growth is present and attainable.
Does management overall determine your professional growth?

CSMs are having to shuffle things amongst themselves just to do present work.
For example,  I know a CSM that had to take a req for a senior software
engineer and hire an operator...  Not too exciting to a CSM who is trying
to get development done!!!  I suggest you ask for a complete explaination.
You are entitled to one...

As I said in response to your previous note, I don't think a manager should
be interviewing for positions that don't formally exist yet (i.e., have a
signed-off req. for them).

RE: internal transfer in general

I think that the first priority of an organization involved in a staffing
reduction is to find positions for those whose jobs are disappearing.  Ideally
this can be accomplished within the organization.  I think this is what I
see within the CSM situation in .0.  Some parts of CSM have had staffing
cutbacks, and the organization as a whole is trying to find a place for them
elsewhere in CSM.  I can appreciate their making this effort take priority
over transfers into CSM from another organization.

  Ok...I just gotta answer this one. I went through some of the
  same stuff.  Looked for a new position for 13 months! Called
  personnel reps too numerous to mention.  Got a few offers in
  places I didn't want to move to.  Got many offers if I would
  pay my own way...  but I waited for the 'right' position and
  it paid off.  With the relocation benefits, i figure I just bumped
  my net worth up by at least $10k.  I sold my house for pure profit
  (no real estate commission, repeat *I* sold the house and home
  equity handled the close at MY price.)  And I got something my old 
  manager said was delayed until September 1986. A PROMOTION.
    
  
  But...during the 13 months, I went through the same events described
  in .0,.1...etc.  I met more bozo's over the phone than I can count on
  all my fingers and toes.  Personnel and Management.  
  Anyway...the moral is *hang in there*, read the jobs book, ASK
  YOUR FRIENDS, always 'happen' to have a copy of your resume'
  handy,  let the right influential folks know that you are
  looking, be persistent, and examine EVERY possibility for a new position,
  Be aware that some of the people who say they are ready 
  to hire you, really are sincere.  And some aren't.

    Gotta add 2 cents worth also, mainly because it still bothers me
    and it also cost DEC a few big bucks.  DEC Geneva (Switzerland)
    flew me over there to interview a few months ago.  The interview
    went well and an offer was made.  Wife & I did some spread-
    sheeting, finally accepted the offer.  Then Geneva called me to
    say that they had a hiring freeze, the position no longer existed.
    
    It seems strange to me that a hiring manager wouldn't be aware of
    a pending hiring freeze, especially an "immediate" one that would
    halt anything currently in the works, as in this case.  Yes, "these
    things sometimes happen" in a large corporation, but it doesn't
    do much to lessen the personal frustration level after investing
    significant personal time & energy into a potential major move.

    Usually freezes are applied immediately. So, rarely is there any
    foreknowledge. If there were clear foreknowledge it would be in
    the form of cancelling the req or budget, so would not really be
    a freeze. On the other hand, frequently such freezes are applied
    "honoring outstanding offers". On the other hand, if the reason
    were limits on next year's budget, then the slot might be frozen
    despite outstanding offers.

         I am about to jump off the roof myself while trying to move
    into a new career here at DEC. I also couldn't count how many times
    I've been )( <- this close but no cigar.....
    
         Keep trying is the message so back to the Jobs Book I go! :-)
