    Scanning jobs in Livewire I notice a trend - some plants have
    several jobs open, all marked with *XXX only*, XXX being the
    plant code. Seems that they don't want to take people from
    other plants. Qualifications irrelevant. Desire of employees
    to move to the area of plant XXX irrelevant. *Why bother to
    post them?* 
    
    What we have is a) plants with people in transition who don't
    match the plant's new work needs who b) are blocking, by
    their presence, access to jobs, c) work not getting done 
    d) employees who want the job having *no* chance to get it

    It gets damn frustrating when you can't apply for a job ten
    miles away, while there are jobs in the plant you're *in*,
    but that you don't want, not available to the people in that 
    other plant. 
    
    Are we really _one company_ ?

    I agree.  I find this practice, along with "PREFERRED CANDIDATE,"
    degrading to, manipulative of and discouraging to our employee base at 
    large.
    
    Organizational support for employees seeking new positions is, in
    general, highly lacking.  The Jobs Book is the only organizational
    support mechanism that most of us have - and it's being used as a
    manipulative, power tool by some.
    
    But, I have to admit that I'd rather that they state their prejudice up
    front in the Jobs Book than lead users on when there is really a
    decided bias.  I guess the real problem is not in what's posted, but in
    what's practiced.  Gee, I hate being fooled by those supposedly on my
    own team!  Makes me spend too much time watching my back instead of
    watching the business.  How much time?  ANY time spent protecting one's
    back from one's own "teammates" is too much time!

    Perhaps you can submit a DELTA idea, or a suggestion to Jack Smith,
    that "right-sizing" can proceed optimally only if such barriers are
    removed.

	Over a year ago, when I was trying to find a job in southern US,
	I encountered the same problem.  There were lots of jobs that I
	was qualified for, but they were 'reserved' for field personnel.
	While I can understand the idea of trying to place people whose
	jobs have disappeared through a changing industry, I CANNOT see
	how you can justify placing an individual without the proper
	qualifications in a job because he comes from the right 'pool',
	leaving a qualified candidate in the cold.

	By the way, this nonsense finally eased up (COD II) and I now
	reside in Atlanta...

    The "Preferred Candidate Identified" messages sometimes are because
    reqs need to be reposted if the person you want to hire is not at
    the same level as the req that had been posted.  Policy says that 
    if you try to hire someone in at a different level, the req must be
    reposted at that level for 3 days.  This is a nuisance but not really
    all that bad.  Not that all instances of "Preferred Candidate Identified"
    is for this reason...

    Gosh, maybe I'm grumpy this morning, or perhaps my first cup of caffeine
    hasn't yet reached its mark, but "Preferred Candidate Identified"
    seems like an intensely stupid waste of time.
    
    A posting of that nature is going through the motions to satisfy some
    bureaucratic rule, without the intention of actually gaining any
    benefit. Either post the job at its new level and invite all qualified
    comers, or dump the rule, but don't thumb your nose at people looking
    for jobs and say "We have to advertise this, but we've already made
    up our minds, so _____ need not apply. Nya, Nya!"
    
    (BTW, this is not directed at anyone in particular - it's just my daily
    primal scream therapy.)
