Try looking in 2006. This is a very long string but in trying to
remember where I saw it I believe it was in there.

In Nov. 91 the rules for job security of employees on disability were changed
in the P&P manual. This change was not widely publicized at the time. Last
month, when the new disability program was announced and the booklet was dis-
tributed, the (9-month-old) changes were covered, mostly. The rules are com-
plex and I won't try to cover them here. They are covered on VTX ORANGEBOOK
under "Changed Policies". I forgot the title but you can probably find the right
one on the menu.
Briefly, the rules were changed such that it is more likely someone who has
been on disability for 3 months or more won't have a job to come back to. And,
as I recall, someone who has been on disability for 6 months or more is ineli-
gible for a TFSO if his/her job is eliminated and he/she is deemed fit to return
to work, unless the job was eliminated due to a "plant closing". In other words,
someone who has been LTD could attempt to return to work and immediately be ter-
minated without a package as part of a headcount reduction. Since this is poss-
ible, it is reasonable to assume it has happened at least a few times.
As I understand it, LTD is a limbo state in which you are but are not an em-
ployee, so one can remain on LTD after his/her job has been eliminated.
The above applies to the U.S. only.
