New car rental rates for both Avis and National will be in effect July 1, 1989 
through December 31, 1990.  Please note that although there has been a 
reduction in some of the rates, a mileage cap has been put in effect with both 
Avis and National.  Following is information regarding the rates and insurance 
applicable to each agreement:

Under the Avis and National agreements, Collision Damage Waiver is provided 
free and should be declined for both business and personal rentals at all 
locations.  Digital employees should also decline Personal Accident Insurance 
on business rentals because the Company provides adequate medical coverage.  
However, Personal Accident Insurance may be considered on personal rentals.

National now provides $1 Million Liability Insurance coverage at all 
locations.  Avis provides $1 Million Liability Insurance coverage at most 
locations.

Employees who are retirees renting vehicles for personal use will now be 
offered the rates, terms, and conditions of both the Avis and National 
agreements.

The age requirement for employees who rent vehicles from both Avis and 
National is eighteen (18) years of age.  However, National will rent to 
employees between the ages of eighteen (18) and twenty-one (21) only if they 
are on Digital business.

    have taken the CDW who pays for the damage?  DEC, DEC's insurance
    company, the rental company?

    The only thing that's changed is that mileage is no longer unlimited.
    Digital always covered the "optional" (CDW, etc.) coverage. In fact, if
    you've rented from AVIS, you'll notice that all the "declined" boxes
    come up automatically when they punch in the corporate rate.

    If you are renting for personal use, Digital does not provide any optional
    insurance. You need your own. Best thing to do is rent with a credit card
    that provides the coverage for you.

    Also, and more important, if you smack up your personal car while on
    company business, you're on your own. Plus, your insurance company may
    not want to cover your loss if you've insured the car as "personal
    use only."


    In New York City, by the way, CDW is illegal; the renter's damage liability
    is limited to $100.

    If I exceed the 125 mile limit now on my AVIS rental car on company
    business, will I be allowed to expense the $.20/mile that AVIS will
    charge me?  Here in Southern California, it is easy to exceed that
    mileage driving the freeways between Digital office sites.
    
    One more comment:  When renting for personal use, I've found the
    weekly package rates (including unlimited mileage) have been less
    expensive that the Digital *old* rates.  I've just used my gold
    Mastercard which included insurance coverage.

        The language of .0 is obscure.  When one declines the CDW, is
        not one declining the coverage (with a subsequent reduction
        in cost)?  Which is the case:  is Digital self-insuring the
        risks that a CDW would cover (which is what I had always
        heard before this), or does our corporate rate include CDW
        coverage (from the rental company, not self-insurance) at no
        extra cost?

        It would seem that in the former case (self-insurance), a
        personal rental at the corporate rate would not have any CDW
        coverage except from the renter's personal resources.

    It used to be that the rental car co provided the CDW at no extra
    charge, not that Digital was self insuring. This 'free CDW' is provided
    as an incentive to Digital to use the rental car services.
    
    There is a catch to this if you are involved in international travel.
    The 'free CDW' only covers employees of the country in which you are
    renting. I ran afoul of this several years ago as a US employee renting
    a car in the UK. The result was an incredible amount of paperwork and
    my then current cost center paid the deductible.
    
    Unless something has changed since then (about 4 years ago, and I have
    no reason to suspect that it has) I'd advise purchasing CDW when
    renting in a foreign country for personal use. I always purchased CDW
    when travelling for DEC in foreign countries after this particular
    episode. 
    
    Policy or not, it simply isn't worth the hassle.

    re: .11 - Why repost?  At least one important difference between
    the two, a name+dtn to call for answers.  Other differences--I
    didn't DIF them.  Lastly, Livewire seems somehow more "official"
    --that's got to be worth something.

        The standard Massachusetts state-mandated auto insurance
        policy form gives collision coverage to a rental vehicle, but
        fire & theft coverage is given only if the policyholder's
        vehicle in the shop for repairs.  (This information is
        current as of a year or two ago;  last year the state went
        through the exercise of "reforming" auto insurance yet
        another time, so this may have changed.)

	Even if your insurance covers the rental cars, watch out for
	new "Down-time" charge. Most car rentals now charge you for 
	the bussiness they loose when you damage their cars. That is
	you pay as if you were using the car until it's out of the 
	repair shop and back in service.

	I know that most insurance companies do not cover the down-time
	expenses.
