           Even though CD rates are pretty low now, I didn't seen much
           activity in this conference (compared to archived conf) on
           CD's.
           
           The rates at New Dartmouth Bank as of about mid-April were as
           follows:
           
           Term         Rate
           
           1 YR         3.60
           2 YRS        4.10
           3 YRS        5.00
           4-5 YRS      5.30
           
           Anyone seen any better rates?

    EE bonds pay a variable interest rate, adjusted periodically.
    The 4.00% you quote is the gauranteed minimum rate.
    
    So yes, you're getting the current rate (as is every EE bond holder)
