I have a 1989 VW Golf which until recently has been of little trouble. However 
a month ago I got new discs and pads fitted on the front wheels and have noticed
a slight tapping noise in time with the wheel rotation that I think is coming 
from the front right wheel. The noise will last for maybe two or three miles and
can get quite loud, but stops as soon as I press the foot brake.

The problem is that it is not consistent - I have taken it back to the garage 
twice to check the brakes, but the problem hasn't shown up. The brakes have
checked out ok, and appear to be fitted fine. Could it be something else ?

    Sounds like a problem I had after I had some pads and discs fitted to a 
    Fiat I once had. After I had been to and from the garage a few times
    the problem was eventually traced to some pin that had not been
    replaced and which somehow (helped to) hold the pads in place. In my
    case the tapping noise was the front pads scuffing the disc  as the
    wheels rotated. As the speed of the car increased, so did the tapping.
    When I applied the breaks, the tapping would sometimes go away, but it
    would eventually return. 
    
    Supposedly after this magic pin was inserted, the tapping noise never
    returned.
    
    Prior visits to the garage were met with the response "the pads need to
    settle into the disks, sir".

  Instead of a pin, the VWs use a retaining clip for the brake pads.  Make
  sure they are installed correctly (or at all).  There is also some anti
  rattling compound you can smear on the back side of the pads if the
  retaining clips don't do the trick, but they should.

Retaining clip it was. Garage made some excuse about these clips not
being fitted as standard unless you bought the original VW part but
from the look of them that seemed unlikely. Thanks for the info.
