    Customer has installed agent on axp workstations, but he cannot start
    it.
    
    In :NSCHED$AGENT.err he finds a message:
    
     681575463:      error initializing job management
                                                                      
    I cannot find any hint. 
    
    He is running it on openvmsaxp 6.2-h2 and has scheduler 2.1b-1
