My experience is with rented rehearsal space in an urban area (greater
Boston) where there a LOTS of bands in need of space. Obviously, prices will
vary widely with demand/availability.

No 1st floor windows, BEEFY locks and doors. Also, landlord access
should be no easier than you'd expect at an apartment.

heat/electricity a must. Some places have had AC though it usually
isn't much good.

off street is obviously preferable but some places don't have it.

foam on the walls will make happier neighbors. If there are multiple
rooms in a complex where many bands are rehearsing, some form of sound
proofing is an absolute must.

There should be access to a bathroom somewhere in the building. If
it's next to a 24-hour gas station and there's an agreement with the gas
station owner, that might suffice.

IMO price, access, and security are the biggest priorities.

In my experience a small rehearsal space I describe above (in an
urban area) has cost about what you'd expect to pay for a very small
apartment in the same neighborhood. The cost of the space is directly
related to the size of the space. I haven't paid a security deposit though
last months rent is important to get from musicians ;-). Security deposit
would be is good if you can get it.
I'm curious, what's the reason for your question? Are you going
to rent rehearsal space?
