    They also had a John Peel session which I recorded some time around
    1979 with three songs, only one of which was "Is Vic There?"
    
    I have this vague feeling that the singer went on to another band, but
    my memory stops there I'm afraid. Too many bands, too many

It's by a bunch called De La Funky Homo Sapien (or something like that).
Apparently, the Mr. Dobalina hook is nicked from a little known Monkees song.

Next Question:

Who's responsible for that 2,000,000 bpm hardcore single with the Sesame Street
theme tune in it?  I heard it the other day and my brain reeled with the
thumping tune and childhood nostalgia.

He's called "Del the Funky Homosapien". I believe the single's on the album
"I wish my brother George were here". Also, Del is related (brother or
cousin or something like that) to another famous rapper, could be Ice-Cube.
