Celebration Top Questions and Answers:
1. Will I own my home in Celebration in Fee Simple or is it a 99 year

* If you purchase a home in Celebration you will own in Fee Simple. It
is not a lease.
2. I understand Celebration is already sold out, is this true?
* No. Celebration is a large community and will build out over several
years, so we believe everyone will have an opportunity to purchase;
the first phase however, is in great demand.
3. To whom will I have to pay maintenance fees and what will they cover?
Will my lawn be mowed by the association?
* All homeowners in Celebration will be members of the Celebration
Residential Property Owners Association (the "Association") and will
be required to pay regular maintenance fees to the Association. These
fees will be used by the Association to pay for the services it
provides, including maintaining Lakeside Park and other common areas
within the Association's jurisdiction. With the execption of
Townhomes, where the Association will maintain the lawns and
landscaping in the front of the homes, the Association will not
maintain individual homeowner's lawns and landscaping.
* All homes will also be located within the Celebration Community
Development District ("CCDD") and annual fees will be required to be
paid to the CCDD to cover the costs it incurs in constructing and
maintaining public areas within its control. The CCDD fees will be
included in your annual tax bill from Osceola County.
The total costs to live in Celebration, including the above
assessments will be similar to costs to live in other high quality
communities with similar services.
4. Can I have pets in Celebration?
* Domestic house pets will be allowed in homes in Celebration. The
Association may promulgate reasonable limits on the number of pets
that may be kept in a single residence. Pet restrictions for
apartments are probable.
5. Will my child be entitled to attend the Celebration School through 12th
Grade?
* Yes. A legal agreement between the Osceola School District and The
Celebration Company provides that all Celebration children will have
the right to attend the Celebration School and that the District will
not rezone the District so as to require that Celebration children
attend a school other than the Celebration School. Current projections
suggest that the Celebration School will have sufficient capacity for
all children who will reside in Celebration east of I-4.
6. What kind of security will Celebration have?
* The town of Celebration is located in unincorporated Osceola County.
Security for the community will be provided by the County Sheriff's
Department. The Celebration Company intends to hire temporary security
during construction and in conjuction with some special events. The
Celebration Community Development District also plans to employ
off-duty deputy sheriffs for general patrol during weekday evenings
and on weekends. The Celebration Community Association also may choose
to hire personnel to provide security services, at its option.
7. Is there a Community Association (property owners association)?
* Each homeowner in Celebration will be a member of the Celebration
Residential Owner's Association. The Association will manage and
maintain many of the common areas in Celebration. The Association will
also enforce use restrictions imposed on all of the Celebration
residential property by a recorded Declaration of Covenants,
Conditions and Restrictions. After The Celebration Company ceases to
approve architectural styles and aesthetic issues in Celebration, the
Association shall also have authority over these matters.
8. How does Celebration Health fit into Celebration? Will there be free or
reduced health care for Celebration residents?
* Florida Hospital has master-planned 60 acres that will ultimately be
built out as a major health campus. The first phase is projected to
total apporximatedly 280,000 square feet and is designed to support a
managed care product for the greater Osceola County area as well as
the southern most part of Orange County.
* Celebration Health will encourage wellness and preventative programs
to improve health, so facilities will focus on preventative,
diagnostic and wellness services. Plans call for primary care
including urgent care, occupational medicine, lifestyle management,
women's medicine and dentistry. Planned specialty services include
orthopedics, OB/Gyn, general surgery, cardiology and ophthalmology.
* One of the most important elements is the Health Activities Center, a
multi-faceted health and fitness center planned to be more than 50,000
square feet. The center will support Florida Hospital's wellness
programs and may include an Olympic size swimming pool, cardiovascular
workout areas, aerobics programs, weight training and a gymnasium.
* No commitments have been made yet regarding special privileges to be
offered by Florida Hospital through Celebration Health to Celebration
residents.
9. What are projected completion dates for the facilities and amenities in
Phase One?
* Many of the streets and other basic infrastructure of Phase One have
already been completed and construction is ongoing on the remainder.
It is expected that most of the stores and businesses in Downtown
(other than the cinema), as well as the Lakeside Park, will be
completed in the summer of 1996. Some of the neighborhood common areas
will not be completed until the homes in that portion of town are
completed. The Celebration Teaching Academy is expected to be
completed and open in the fall of 1996, as temporary home of the
Celebration School. The Celebration School campus is expected to be
completed in time for the 1996-1997 school year. Florida Hospital
expects to open the first phase of its health campus in early 1997.
10. Will there be any public or Disney transportation in Celebration?
* Initially, there will not be any public transportaion within
Celebration, although LYNX does provide bus service along US 192.
Currently, no special transportation to Disney Theme Parks is planned.
Celebration will establish a Transportation Management Association to
evaluate and implement appropriate transit service for Celebration.
The TMA will work with the Regional Transit System, LYNX; as well as
The Celebration Company, as appropriate. The Disney Monorail System is
not envisioned to extend to Celebration.
11. When will the first model homes be completed?
* The Celebration Featured Builders expect to commence construction of a
Model Home Demonstration Village in Downtown Celebration in early 1996
and these homes are expected to be completed in late spring or early
summer of 1996. The Celebration Company is still evaluating whether
there will be any model homes constructed in the Phase One
neighborhoods. If any are constructed, they would likely be completed
in the Spring of 1996.
12. When will the next phase of Celebration be constructed and how many and
what kind of homes will be constructed?
* No final decision has yet been made regarding when the next Phase will
be built or what it will contain. The Celebration Company has every
expectation of continuing with the development of Celebration in a
generally continuous manner, subject to market demands and conditions.
13. Are there restrictions and covenants imposed on what can be built in
Celebration and what it will look like?
* Yes, we have imposed reasonable restrictions to insure a high quality of
construction and design, as you would expect in any quality development.
Through a recorded Declaration of Cevenants, Conditions and Restrictions,
the Association has the ability to regulate the use of residential
properties (and ultimately, what it will look like). The Celebration
Company will also subject each home and lot to a Declaration of Perpetual
Covenants, Conditions and Obligations which will reserve to The Celebration
Company (until such time as it elects to assign such controls to the
Association) the right to approve the architectural designs and esthetics
of all improvements in Celebration, as well as the uses that can be made of
all property within Celebration.
14. Is there a Senior Citizens Center or an area catering to retirees in
the Phase One?
* There is no center or area speciafically catering to seniors or
retirees in Phase One. We hope that people of all ages will live in
Celebration.
15. Will there be a day care facility at the Celebration School or
elsewhere in Celebration?
* Osceola County School District currently plans to provide programs for
Pre-Kindergarten aged children at the Celebration School when it opens
in the fall of 1997. The School districtt will decide what ages and
programs will be provided. We have had discussions with a number of
potential day care center operators regarding a possible presence in
Celebration. To date, however, there are no firm agreemments for a day
care facility in Celebration, although we hope that ultimately a third
party will choose to locate a facility here.
16. Is Celebration Incorporated?
* No. The Town of Celebration is in an unincorporated part of Osceola
County and is not an independnt municipality at this time.
17. Will there be places of worship in Celebration?
* We believe that centers for worship will develop naturally as the need
arises within Celebration and have identified several sites to
accommodate this natural evolution. Our present plan is to make
property available, at market rates and subject to availability, to
denominations interested in constructing religious facility(ies) in
the town of Celebration. any organized religion interested in
constructing a worship facility in Celebration is welcome to make an
offer on such sites. Land will be sold when offers on terms accetable
to The Celebration Company are made.
18. What restrictions will be imposted on homeowners' ability to lease
their homes? Will there be any restrictions intended to discourage
speculators from purchasing homes for the sole purpose of immediately
reselling them?
* We want the people who purchase homes in Celebration to have the
intent of living there on a full time basis, for homes in the majority
of neighborhoods are intended exclusively for primary homes. We do not
believe that the majority of potential Celebration home buyers want to
live in a community where homes are being purchased primarily for
investments or speculative purposes. In addition, in order to meet the
differing needs of home buyers, we have established different rules
regarding the ability of homebuyers to lease their home to others,
depending on what neighborhood they live in. Therefore, the homes
initially offered for sale in Celebration will be sold subject to the
following recorded restrictions:
For Homes in Neighborhoods with Maximum Lease Restrictions (The majority of
neighborhoods are intended exclusively for Primary Homes):
A. Lease Restrictions
* No Leases for First 3 Years - Prior to July 1, 1999, a home in a
predominantly primary home neighborhood may not be leased to anyone
(except that leases of garage apartments will be allowed, as will
leases to immediate family members and leases in the event of hardship
[divorce, illness, loss or relocation of employment, etc.] and then
only in conjunction with an affirmative listing of the home for sale.
All leases must be for a minimum term of 6 months and provide that
they will terminated no later than six months following sale of the
home to a new primary homebuyer.
* Minimum Lease Term of 12 Months After 3 Years - Following expiration
of the first three year period, no lease may be for a term of less
than 12 months execpt for leases to immediate family members and for
hardship in conjunction with attempted resales, as described above.
* Monitoring - In order to make it easier to monitor leasing activities,
homeowners must notify the residential homeowners association of
tenant names and the start and end dates of all leases.
B. Owner/Occupant Requirement
* In addition to affirming their intent to live in their home as their
primary residence in the purchase contract, homeowners will be
required to reside in their homes for not less than 9 months our of
every 12 months, through July 1, 1999. Exceptions will be allowed in
the event of hardship (divorce, illness, loss or relocation of
employment, etc) and then (except for temporary vacancies due to a
short-term hardship event [e. g. illness]) only in conjuction with an
affirmative listing of the home for sale.
C. Option to Repurchase/Injunctive Rights
* In order to enforce these provisions, The Celebration Company, and the
Association, will retain the right to seek an injunction to prevent or
terminate leases in violation of these rules. In addition, The
Celebration Company will retain the right to repurchase the home if
either requirement is violated. The repurchase price shall be the sum
of: the amount originally paid by the homeowner for the home
(including closing and financing costs paid by the homeowner), plus
the value of any documneted improvemets made to the home after closing
by the homeowner, all adjusted to reflect changes in the consumer
price index since the date on which such cost and expenses were
incurred by the homeowner.
For Homes in Neighborhoods with Minimum Lease Restrictions (Neighborhoods
Intended for _both_ Primary and Second Homes)
A. Lease Restrictions
* Minimum Lease Term of 3 Months - No lease may be for a term of less
than 3 months and no more than 4 leases may be entered into in any 12
month period.
* Monitoring - In order to make it easier to monitor leasing activities,
homeowners must notify the Association of tenant names and start and
end date of all leases.
* Injunctive Rights - In order to enforce the restrictions on leases,
The Celebration Company and the Association will retain the right to
seek an injunction to prevent or terminate leases in violation of
these rules.
B. Short Term Profit Recapture
Unless the home was initially occupied by the homeowner on a continous
basis for at least 9 months following closing, if a home is sold prior to
July 1, 1999, The Celebration Company will retain the right to require that
any amounts paid to the homeowner in excess of the total of:
* (a) closing and brokerage expenses paid by the homeowner in connection
with such sale; plus
* (b) the amount originally paid by the homeowner for the home
(including closing and financing costs paid by the homeowner in
connection therewith), plus the value of any documneted improvements
made to the home after closing by the homeowner, all adjusted to
reflect changes in the consumer price index since the date on which
such cost and expenses were incurred by the homeowner, be paid to a
non-profit organization as may be hereafter established to benefit the
Celebration community. Exceptions will be allowed in the event of
hardship (divorce, illness, loss or relocation of employment, etc.)

For Sale: Georgian Colonial on Fiber-Optic Network

While cities as alike and unlike as Winona, Minn., and New York start to
retrofit broadband digital technology into their existing communications
infrastructures, at least one is starting from the ground up. Welcome to
Celebration, Fla.
This model community, built by The Disney Corp. just south of the Magic
Kingdom, will be developed in phases on 4,900 acres. Celebration eventually
will include more than 8,000 residences ranging from apartments to custom
estates. The first Celebrants, each of whom won the right to buy a home
(starting at $127,000) in a lottery, will move to Celebration in July.
During the next decade, Disney will install an industrial-strength network
of fiber-optic, coaxial, and copper wiring designed to accommodate a
plethora of present and future information technologies and applications. A
combination of twisted-pair copper wires and coaxial cables will run from
the curbside fiber-optic feed. (Connection speed was not determined at
press time.)
Richard Rubino, associate professor in the department of urban and regional
planning at Florida State University, in Tallahassee, says the gradual
development of wired and prewired communities is inevitable. An activist in
the formulation of state planning legislation, Rubino explains, "Planners,
developers, and city officials will have to think about it. For example, a
developer may wire together a group of houses and a local shopping center.
Let's say five developers in a metropolitan area do the same. There will at
some point be a push to fill in the spaces between the wired areas, and
government will have to become involved."
Celebration's digital infrastructure also will enhance the community by
providing immediate access to local merchants and businesses located at its
lushly landscaped 109-acre office park. (The Celebration Health Campus and
the Celebration K-12 School also are in the loop.) Though initial hookups
will deliver basic phone and cable TV, residents eventually will get
high-definition interactive multimedia services, including house utilities
management programs, banking and security systems, and even home voting.
Ash DeLorenzo, trend director at futurist Faith B. Popcorn's New York-based
BrainReserve think tank, sees Celebration as a possible alternative to the
crime-wary walled and gated communities of late in suburban America. "A
wired community can provide the connections and linkage we're losing so
rapidly in this country," DeLorenzo says. "When I go to focus groups, for
example, I always hear seniors say they'd like a way to have an
old-fashioned party line, for those who can't get out. So the idea of a
wired community has a great deal of upside to it."
"We are not recreating a traditional town," says Tom Lewis, vice president
of development with the Celebration team. "Disney has taken the very best
elements of traditional architecture and planning and adapted them to the
needs and desires of a 21st century community."
