In Williamsburg there's Kingsmill, the Golden Horseshoe, and Ford's Colony.
I'm not sure if they are all open to the public.

I went to Williamsburg and Richmond last June. Played a decent 18 hole
public just west of Richmond called Oak Hill. It was inexpensive --
like $14 or so -- and a nice layout that had gotten a little burned
out back then. There's been more rain, so I imagine it's greened up
since then.

My sister lives there, and there are several very nice publics. You
can find them on the city map. She says they're all worth playing.

In Williamsburg, Kingsmill and Fords Colony are very expensive resort
course. The Golden Horseshoe is right next to the old town, and it's
public.
