    That's a tough one especially since the criterion is cost/house
    cost/jobs. A year or so ago, Vancouver would seem to win it in the 
    cost/house department while Toronto takes it in the cost/jobs arena.   
    
    But Vanc. is no longer such a cheap place to live. House prices
    have soared in recent years. Toronto meantime is not quite the mecca
    for jobs as it was a couple of years ago. So, maybe we should add
    some other factors in chosing a place to live. Vanc. is great for
    the natural scenary, bring up a family etc. For jobs, it would all
    depend on the qualifications of this person immigrating from the
    foreign country. Nevertheless, let me recommend Vancouver as better
    of the two.

                              I vote for Ottawa.
    
     Ottawa has a very diverse cultural base. Peoples of many different
    nationalities make Ottawa their home. The housing is less expensive
    than Vancouver, Toronto and maybe Montreal.
     From a job perspective, well, Canada's economy is not booming anywhere
    in particular these days. In Ottawa, the principal employer is the
    Federal Government, although they have been laying off for the past
    few years. There are many High Technology firms here, including
    our favourite company, DIGITAL.

    You might have a look at today's Toronto Star ..... Toronto's
    unemployment rate is 3.8%, the lowest in Ontario and Canada.  Of
    course with this wonderfully low figure comes 0.1% or less vacancy
    rates, high housing prices and traffic chaos.....
