I setup the RouteAbout EW follow the steps discripted in 
"routeabout.zko.dec.com/WAN/v25bis/v25bis.htm", but I can not make
it dial. 
I use a Hayes ULTRA 144 V series smartmodem, set it in V.25bits mode,(HDLC
mode),
I don't know what the LEDs' state should be. (LEDs of HS, AA, RD, SD, TR, MR
are on)

2)
Can I configur the Modem from the RA EW's consol? or no way?

any help will be appreciated.

    I'm not familiar with this particular modem, but I'll have a go at
    helping you here.
    
    Easy one first:

    If your modem uses the asynchronous AT command set (which most modems
    I've come across use) then no, you have to plug your terminal (or
    whatever you use as console input) to the modem directly, in
    asynchronous mode.
    
    The Hayes ULTRA 144 doesn't seem to be mentioned in
    routeabout.zko.dec.com/WAN/v25bis/v25bis.htm, so can I take it that
    you've set the modem up as described in the general directions of
    section 5.0 of that document?
    
    You need to have set the router up correctly for v25bis dialling - look
    in http://routeabout.zko.dec.com/~guisso/books/niog/ch11v5cm.htm for
    details.
    
    To get the modem to dial, you would need to have, for example, IP
    configured on the dial circuit interface.  Then RIP updates arriving at
    the dial circuit will start the dialup process.  Alternatively if you
    are using the dialup as a backup (e.g with WAN Restoral) the failure of
    the primary link should start the dialup.
    
    If you think your configuration is OK after doing these checks, please
    turn on some events in the router event logger.  These ones are useful:
    
    ELS config>disp sub v25b all
    ELS config>disp sub sl all
    ELS config>disp eve gw.43
    
    If you then look at the events using the 
    
    *T 2
    
    command, if everything is working ok, you should see, amoungst others,
    something like:
    
    V25B.025: Clnt CR 1111 nt 2 int V25/0
    
    ...
    
    V25B.033: FSM st changing to 6+12: V25B Connected, on net 2 int V25/0
    
    After that you should see data exchange.
    
    As for the modem lights, if TR and MR are on, it suggests that the router has
    asserted Terminal Ready, and is trying to dial, so your configuration
    should be nearly right.
    
    If you still have problems, please post your configuration for V.25 bis
    and your dial circuit here, together with the events stream you see
    with the above event configuration, and I'll take another look

Sorry for this so late respond, I had a long trip and can not do the test.
Now I am back, and do the test again step by step following the "v25bis.htm",
and turn on the event logger you said. Please help me to solve it:

    Which version are you running?  You should get V2.0 at a minimum. 
    There was a problem with V.25bis on the Central EW for V1.1 (the
    original SSB release).

    As Tim says, check your image revision number.  But apart from that,
    it looks to me as if the V.25 bis interface is failing selftest because
    the modem signals aren't being seen as "ON":

    With many modems, these signals can be forced to the "ON" condition, so
    you could try that and see if the SL.021 event shows them in the "ON"
    state.  The AT commands (I think)  are:
    
    AT&C0 for DCD
    AT&R1 for CTS
    AT&S0 for DSR
    
    Another way to find out is to go into the V.25 bis monitor:
    
    *t 5
    +n 2
    V.25bis Console
    V.25bis> stat
    
    This gives you a display of (amoung other things) what's happening on
    the interface - you should be able to see the states of the modem
    controls from here.
