I have configured ALL-IN-1 to use MailBus 400 (I think).  I do not have antoher
system to pass messages.  Should I be able to send a message to a ALL-IN-1 
user on the same node via Mailbus 400.  Another question is - want is the address
syntax (TO:) when using Mailbus - given MR is out of the picture?

Yes, you can send messages to a local user via MAILbus 400.

You simply put the recipient's X.400 address in the TO field instead of their
local username.

Their X.400 address is the address that was put in X.500 for them when you
created the user's account, or created it's X.500 entry if the account already
existed.

The X.500 mapping policy that you chose for the account determines the exact
form of their X.400 address, but by default it will be composed from the
following (I think!) profile fields:

C=.country_id; A=.admd; P=.prmd; O=.company; OU1=.orgunit1; CN=.fulnam

You can read a user's X.400 address from their X.500 entry using the
MGT MXD MUE RE option.

All this is explained in great detail in the Mail Management Guide.  I'm working
on the assumption that DEC X.500 and MAILbus 400 have been fully  configured as
per those products' documentation, and ALL-IN-1 has been configured to use
MAILbus 400 as per the Mail Management Guide.
