The behavior is perhaps associated with a VMS kit.  It sounds exactly like the
intended behavior for our internal "network kits."  That allows us to monitor
internal installations.

The behavior was never intended to have been put on any CDROM.

I've checked the "condist" area where we stage files for the CDROM people to
pick up.  That area is manually checked against the files the CDROM people have
actually picked up to confirm they got what we intended.  I did the so called
"checkouts" for all C++ versions 5.2 and higher. As of this morning, the code
which would give the "internal use" behavior does not appear to be in the
savesets for C++ V5.2, V5.3, V5.4, V5.5 for both AlphaVMS and VAXVMS.

There have been requests by some of our field support people in the past to give
out field test software without going through the normal channels.  Engineering
has given their OK on an as needed basis.  The "approved" unofficial way to do
this has been to allow our support person to copy the files over the network
just as any other internal site would do.  As a side effect, the customer will
get the "internal use only" message which engineering had previously considered
and thought it a desirable message since the official channels of software
distribution had been bypassed.

I suspect that the customer received a kit by that method.

However, since I do not have an actual MARCH CDROM, I cannot say for certain
that the CDROM doesn't behave as he suggests.
