    UCX has a Network Time Process(?) that can be used to automatically
    adjust system clocks by up to 4 seconds.  This is used to keep the
    cluster members clocks in sync.  Will this 4 second bump create a
    problem for DBMS?

Shouldn't.  We use TSNs for almost all sychronization cases such as 
recovery...

    DBMS copes with times changes for summer time with no problem so it
    should also cope with this. However, some applications don't like time
    appearing to go backwards.
