I'm using the FUSE package for some C++ development.  I like a lot of what it
has to offer, but IMHO the "FUSE Editor" is not the most productive editor
ever designed.  Nor, in this case, do I want to use any of the other three
editors listed in the [In]Active Tools Menu (vi, Xemacs, emacs).  I'd like to
specify my own editor, realizing that a good deal of the inter-tool
functionality will be lost (I don't need it just yet).

I've read the man page, the online documentation, and I've looked through the
default startup files, and I can't seem to find a place to specify another
tool to add to the toolgroup.  (Even doing only that would help.)

Is this possible?

It is possible to add your own tools to FUSE.  You need to use a
mechanism called EnCASE to do this.  An EnCASE manual ships with the
product.  The kit also includes
examples of integrated tools.  You can find these examples in:
/usr/opt/FUSE*/rundata/examples/EnCASE
