As of this writing, I know of no such emulator. However, one IS in the works.
Darek Michocka of ST Transformer and Quick ST fame says he is developing just
such a device in software. Whether or not this product will ever see the light
of day will depend on its marketability and Atari's willingness to license a
version of TOS (unless he comes up with a board in which you would insert TOS
ROMs much like the Spectre Mac emulators).

Wow, you don't ask for much do you? <grin> You got any idea how much work it
would be to get an Intel 80286/386 to emulate a Motorola 68000, let alone the
system specific stuff? Then again, Darek showed the world how to get a 68000
to do a darn good job of emulating a 6502!
