There is a note in the CANINE note file about tatooing dogs for
positive id.  Is this done with cats?

Usually, given the diminutive size of cats and cat ears, this isn't done.
You could take paw prints to compare poer patterns, but there's no file
for such things.
You could add tags.

Interesting: _is_ there a practical, inexpensive way to identify cats
positively?

Now how is that supposed to work???? A lot of cats won't respond to 
their name except when they WANT to. (And others respond to ANYTHING!)
