For outdoor cans, use tight-fitting lids.

Indoors, keep the garbage bag in a closed space.

A couple of things help.  There is a garbage-bin liner called GOOD SCENTS,
with a lemon odor.  It tends to discourage cats and dogs without causing
them harm.

Also, there may be reasons kitty's going into the garbage.  Sometimes
a dietary deficiency causes them to look for supplements.  Sometimes
something with a redolent odor attracts them.  Sometimes they're looking 
for something to play with.

or smell.

I keep my garbage in a bag in the freezer.  When it's full I bury it
wrapped in foil in the bottom of my trash!  Sometimes they find it anyway
sometimes they don't.  I find that they "play" with it more than eat it.
Citrus smells detract some cats and attracts others.  I have three.  I know!

You could try spraying or dousing it with either a commercial cat repellent
or one of the things that you have found they don't like. Try and experiment
with a few things always keeping an eye on the materials that can harm the
cat. A good cat book should have a list (see the note on such books).

    Moth balls also are known to keep animals away from things.  Just
    sprinkle them around where you want protection.  For a while I would
    come home and find my cat on our yellow velvet fireside chair. 
    If that kept up, the chair would have been a mess, so I sprinkled
    moth balls on the chair for a week or two and it broke the cat from
    going there.  They are also good to put around your outside garbage
    cans, if you are having a problem with animals trying to get into
    them.
