Well better late than never.

To review (since this is an old case) the SMTP symbiont was crapping out with a

Recently this problem was reported again and I was able to track it down. It is
a known problem that is described in note 792 of the VMSNOTES_V10 notes archive.
That's at: VAXAXP::NOTES$:[NOTES$ARCHIVE]VMSNOTES_V10.NOTE. There is a patch kit
to fix the problem. It is given in 792.11
