It probably becomes much less interesting in Hebrew; most likely the
prophet used feminine pronouns to refer to a noun with feminine
grammatical gender.  This subtlety is often lost on English speakers.

For example, in German one might write "We need one person to [do something].
She must [have certain attributes]."  This is because the word "person" in
German has feminine grammatical gender.
