    bullsh*t notes from this afternoon.  I realize it was all in fun, but
    please don't repeat this again.  I have real work to do and I don't
    have time to clean up after you.  If it starts happening again, I'll
    probably shut you down just like Shawn did last week.
    
    Not only did a lot of what was entered not relate to anything, but some
    of it violated the rules posted in 2.* by containing profanity and
    remarks personally degrading to someone.  This will not be allowed

    How would you suggest we handle a situation where an overwhelming
    number of unrelated replies are being entered over a wide range of
    notes in a short period of time?  I believe that write-locking the
    conference and cleaning them up is an effective and fair method of
    dealing with this situation, what problem do you have with the use of

    If you are excluding garbage notes, then the time notes are moved is to
    retain or increase the organization of the file.  It makes it easy to
    find information on a particular topic when all the notes on that topic
    are centralized in a single place.  If nobody is interested in going
    back and finding any information someone has entered on a topic, then I
    suppose attempts at organization aren't necessarily and we can let the
    conference run it's own way and then delete it and create a new
    incarnation of it when it gets too big.  
    
    We thought that people wanted to retain good information on bands and
    music related topics, but if that's not what's wanted, we can change
    our moderation techniques in accordance with that.

    Hi everyone,
    
    I am the host/mod of Heavy_Metal. The system manager who was kind
    enough to give us the necessary disc space to put our notesfile on 
    advised me to keep the file to a reasonable size.
    
    I'm very busy with my own work, and don't have a lot of time to read 
    through every reply to every note to decide if it is worthwhile 
    keeping or not.  Therefore, from now on I'll be deleting on the fly 
    (or moving if I have the time) notes that I consider to be a waste 
    of disc space or not particularly informative.  Please don't take it 
    personally, or expect explainations for each deletion, as I just don't
    have the time. I would encourage the other moderators to follow suit if
    they are also on a tight schedule.
    
    This is our notesfile. It's what we make of it. Make it too big and
    the system mgr will pull the plug on us. That would be a major bummer.
    
    Please try and bear with your mods and help us out on this one.

    Who cares if the conference is write-locked? If you were coming
    into HM for information, that would be one thing, if you're coming
    in to chat why should it bother you? I'm sure there are more important
    things you should be spending your time on. 
    	The moderators don't get paid for this, get off their backs.
    If they whack your pee-pee because you used the resource in a 
    wasteful way, grin and bear it. If you don't like the moderation of
    this recreational notesfile, offer to do it yourself... or shaddup.

    	you should look through CARBUFFS.  The conference was set up
    	with a complete directory structure by note topic.  Chevy
    	stuff is with Chevy stuff, etc.  Note 572 was the last note
    	in the conference over a year ago when the new version was
    	started, and note 572 is STILL the last note in the confer-
    	ence today [unless a new noter happened to enter a "for sale"
    	note as a new topic instead of as a reply to note 2 where it

    My thoughts ....
    
    Face it folks -  this is *usually* a glorified mail file anyway.  Very
    little valuable info passes through these gates.  The way I look at it,
    if the mods wanna burn a reply, or a herd of replies that *they* feel
    are out of line, chances are, that they're right.  I'd *hate* to
    moderate this file - I'd rather babysit a class of hyperactive 3 year
    olds.  
    
    Anyhow - mods, fire at will and let the whiners take their complaints
    OFFLINE via mail where it belongs ....

                              SECURITY ADVISORY

  Recent events in the Persian Gulf have led to a number of issues of concern 
for all of us.  Unfortunately some of the concerns have led to speculations 
which are not in the best interests of Digital.

  One area of speculation has led to a rumor that "Digital has been identified 
as a likely target of terrorist activities."  Neither Charlie nor I are aware 
of any reason to suspect that Digital is a particular target.  As a large, 
transnational, American-based Corporation; the potential is always there.  
However, we are not aware of any reason to feel that Digital is any more at 
risk than any other such corporation; and possibly less so than some.  If we 
do hear of any reason to feel a particular concern, we will let you know 
immediately.

  A second area of concern is the use of Digital's Easynet and Electronic Mail 
systems.  The current crisis in the Gulf is on everyone's mind, and many 
people have very strong feelings about it.  Expressing those feelings via 
electronic mail and notes files can have a detrimental effect on Digital.  

  We need to remain cognizant that Digital is a transnational corporation with 
employees from many different backgrounds.  Statements via notes files, 
electronic mail or other business related media should not be made which might 
offend or be inflammatory to other employees.  We also need to be aware that 
messages coming from employees in that region of the world may contain 
information which could be considered sensitive.  The indiscriminate 
forwarding of messages (especially posting them to notes files) should be 
avoided; to preclude potential embarrassment to the authors and to Digital.  
Regrettably, we have had incidents of both during the past few days.

  During this crisis we need to be sensitive to the potential implications of 
what we say, verbally and electronically.  Thank you for your understanding 
and support.

    I don't think they relate to the conference topic.  I think they
    definitely add to the cliquey feel this conference already has too much
    of.  I disagree with having an topic devoted to them.  If you want to

    Did you see the "tm" topic in question?  It had NOTHING to do with HM,
    or anything else really other then people trying to lay claim for
    having invented one of those "catchy" little phrases themselves.  It
    had nothing of any tangible use to anyone other then the people that
    dreampt them up. 

    It *might* have had some vague usefulness if the DEFINITIONS of the
    acronyms or some sort of background on them was put in there, but that
    was not the case.

    How can you perceive associating a name with a meaningless term to be
    useful (or even interesting)?  All this does is add to the already
    cliquey feel of the conference that is preventing our membership from
    growing.  

    People don't like to feel left out and if they do, they will typically
    not participate.  This is a general interest notesfile for people to
    discuss heavy metal music and there's been frightfully little of that
    lately.  I believe this is because our readership has become relatively
    stagnant and we are all more or less familiar with each others opinions
    on the topics at hand.  We need to encourage new readers to participate
    rather then turning them off by having a bunch of cliquey talk that
    nobody understands if they weren't around when it started.

    I'm also sorry you perceive of me as a "hard-a$$", I am just the vocal
    one that ended up representing all the moderators in sharing our common
    feeling on this subject with the rest of you.  Shawn's probably sick of
    all of you beating him up every time he tries to do this.

    While you may perceive this conference as being more receptive to
    people coming in them some others, I personally know of MANY people
    that have either been read-only or participated in this conference for
    a very short time that stopped participating (or never publicly
    started) because of the level of cliqueyness (this expressed both in
    the notesfile and in the offline interactions of conference members as
    well in some cases).

    Mike, I'm a little surprised that you of all people would resort to
    "lesser of several evils" type comparisons.  It's not a question of how
    bad some other conferences available on the net are, it's a question of
    how good we can try to make this one!

    You didn't pose a question, that's just a phrase I use meaning an
    "issue" or "matter".  That's not important.

    However factual it may be, I consider a statement like,"This conference
    is much more amiable than others." to be a relative comparison based on
    a lesser of several evils.  I read this as you trying to say that this
    conference isn't so bad because there are ones that are worse out
    there.  

    I see no reason to compromise our ideals and standards for this
    conference based on how bad some other conferences may be.  Like many
    things in life, your standards cannot be set by how bad others can get.
    It's kind of like saying "Stealing isn't so bad, there's people out
    there that KILL other people!"  You have to set your own standards and
    not change them based on comparative judgments with the actions of
    others.

    This discussion is starting to acquire a rather "academic" feel to it. 
    You know what I'm talking about.  Besides that we've strayed far from
    the point that originated this anyway.  I'll respond to this last
    request, but I really don't see a point in continuing this here.  If
    you want to have a lengthy discourse, then send mail.

    Try note 2.0, it has a lot of information on how we'd like the "feel"
    of the conference to be.  It doesn't explicitly say that we'd like to
    encourage *everyone* with an interest to participate but I think that's
    kind of implicit.  Nor does it say that we'd like to discourage things
    which make new readers feel alienated (such as cliques), but I don't
    see how that kind of thing needs to be explicitly stated.

    We are trying to keep this a pleasant place that people will enjoy
    discussing the music they love, that's the primary ideal for the file
    as far as I'm concerned.

    	Just some random comments...
    
    	I see a lot of KEYWORDS in place for this conference, just how many
    	are actualy attached to notes?  I don't think it should be up to
    	the moderators to do this, any author, when appropriate should try
    	to add one.  DIRE/KEY is much quicker than DIRE/TIT...
    
    	For the time being readership is bit hard to determine, although it
    	can be done it's currently not built into the notes server.  I
    	have no doubt that many people read this conference and for the
    	most part only a few write.  I don't think that's because of
    	anything that keeps people from writing but some new readers might
    	shy away, I really don't know.
    	
    	The "they're great / they suck" stuff is fine as long as you back
    	it up with reasons why you thing that but if it's only those one
    	liners it hardly adds much.  
    
    	As for most everyone being friends both through personal contacts
    	or via the new abstract way that NOTES allows then if that's a
    	problem something is really wrong... I don't see anything wrong with 
    	that as long as the stuff that can be more approrpriately be handled 
    	in person or via SEND/AUTHOR are done that way rather than lossing 
    	whatever note topic continunity might exsit.
    
    	I also don't see a problem with a comparision against other
    	conferences but I don think you have to say which ones you mean,
    	are you comparing just other MUSIC related conferences or in
    	general?  While I agree it's up to everyone who particpates
    	to make it what it is without forcing everyone to act like
    	someone says you should.  Just use your own judgement when
    	allowed and follow the stuff in 2.0...
    
    	Although my interests cover H_M, RAD_RAD, AFTER, MUSIC (mainly
    	just to see if people are really still talking about Millle who
    	gives a * Vinnili , etc., I find this conference remarable
    	in terms of activity but again if most of the activity is
    	moderators preaching (sometimes for good reason) then it can
    	get better.

    I've reviewed 2.0 and can't see what rules have been broken.  Ideals
    and standards were brought up.  My dictionary says rules are entirely
    different.

    *If* I was a moderator here (there *is* a God, because I'm not ...),
    that topic would never have made it past 3 replies.  I really don't see
    that it adds *anything* to this conference, other than creating yet
    another place for folks to go yap.  BUT, since I have the power to
    bitch and don't have the power to change, I just "next unseen" it, like
    I do for countless other topics in here.  This is more of a "club" than
    a "conference" anyhow ....
    
    My bottom line ... do whatever floats your boat, I'm mostly read_only

    The conference had been set nowrite this morning as the disk it resided
    on ran out of free space and adding new notes just left craters.  This
    problem seems to have been corrected now so replies have been

    Dan Infante, the head of IM&T (formerly DIS), issued a memo a few months
    ago instructing system managers in IM&T to not backup non-work notes
    conferences. He also made some comments implying that he wouldn't mind
    if they went away completely. The memo got forwarded all over the place, 
    and people who didn't bother reading it carefully mistook it for some sort 
    of corporate policy against "employee interest" conferences. A group 
    within IM&T responded with a memo pointing out that avoiding the backups 
    was more trouble than it was worth, and suggesting a better approach was 
    simply to make sure they didn't get out of hand (i.e., establishing disk 
    quotas for them).  Infante replied with a "Yeah, that's a good idea" memo.  
    See LESLIE:EMPLOYEE_INTEREST_NOTING, note 20.1, for these last two memos.
    The original memo is in there somewhere as well.

           A MESSAGE TO EMPLOYEE INTEREST NOTES FILE USERS
    
    Over the last few months I have received a number of complaints 
    from employees, and individuals outside of the company about 
    material communicated in electronic mail systems and posted in 
    various employee interest notes files.  After reading some of this 
    material it is clear that a reminder about appropriate comment and 
    behavior in these systems is necessary.
    
    First, and most critically; the electronic mail systems and notes 
    files are company facilities subject to normal workplace rules of 
    conduct.   As such, the same rules that govern conduct and comment 
    in any other Digital workplace apply with equal weight in these 
    systems.  Stated simply, if you wouldn't say something in a 
    Digital business meeting, you shouldn't say it in electronic mail 
    or notes. PERIOD.  
    
    Statements that attribute improper, illegal or immoral motives or 
    actions to others; statements that cast aspersions on the 
    character or integrity of others or that amount to libel or 
    slander are not permitted. PERIOD.  In this regard, it does not 
    matter whether the individuals subject to the comment are elected 
    public officials or directors of organizations disfavored by the 
    author.   There is no "Public Figure" exception in these systems.
    
    Comments of a sexual nature are not acceptable whether they are 
    about the author or directed at others.  Similarly, comments that 
    degrade, devalue or discriminate against others are also 
    prohibited.
    
    Neither the notes conferences nor electronic mail should be used 
    to solicit other employees.  This prohibition covers efforts to 
    solicit employees for personal or political gain, to sell or 
    market goods or services (except authorized marketplace or 
    discount conferences) and efforts to solicit employees to take 
    action, sign petitions or support particular causes or candidates.
    
    Finally, employees should remember that it is never appropriate to 
    spend working time in employee interest notes for non-work 
    purposes.  Personal or entertainment activities in these notes 
    files should be limited to assigned break times, lunch time and 
    before or after business hours.  
    
    Employee interest notes files and conferences provide an 
    electronic forum to share ideas and opinions about matters of 
    common interest.  In supporting these conferences, the company 
    understood that there would be occasions where employees would 
    disagree on issues being discussed, but we believed and continue 
    to believe it is possible to disagree without being disagreeable.  
    Personnel Policy 6.54, Proper Use of Digital Computers, Systems 
    and Networks provides further information about appropriate 
    conduct and comment in these systems.  Employees who fail to meet 
    these expectations, or who use company computer systems in ways 
    that are contrary to the letter or spirit of that policy are 
    subject to Corrective Action and Discipline up to and including 
    the termination of their employment.
    
    The moderators of these conferences, along with your system 
    managers, personnel representatives and the Personnel Policy 
    Manager are all available to answer any question you might have 
    about appropriate use of these systems.
    
    Please feel free to forward this memo to other Digital notes

    	I think the two way access, read/write requires some explicit
    	actions by the conference moderators which I don't think anyone
    	currently has setup or really wants.
    
    	For instance I found that I was able to access the dec CD conference 
    	via VNEWS, but of course it changed the notes to its own format but 
    	it didn't allow me to write to it.

    	From what I can tell these are some examples of conferences that

        I'm not particulary sure that this statement is correct here. 
     I pulled this from the dec.mach news group.  While it's not a
     dec.notes by any stretch of the imagination, it's still accessable
     by someone who doesn't work for Digital.  And our ability to
     utilize news groups and communicate with people all over the world
     may have helped in initating that memo.

        (I can't believe I'm using VMS .... !  ;^)

I have been reading the I18N Subsystem Detailed Design Specification.  The
file "README.public" in the "/doc/eng_doc/i18n_design" directory states:

    Look at the organization name.  DEC Cambridge Research Lab...  I don't
    think that's Digital Equipment.  The reason I'm so sure is because this
    was all gone over in the AUDIO conference when they were making it
    available as a usenet type conference.  Many people were confused over
    who and who couldn't access the conference.  DEC policy is still any of
    this is for internal use only.  Maybe we could go right to the source
    and check in the conference for whatever utility is used for these
    things (I have no idea what it is, but I assume there is a 'usenet
    conference' utility for creating them other than VNEWS).

    	CRL (Cambridge Research Lab) is a digital office in Kendal Square in 
    	appropriately enough Cambridge.  There's a similar research office on 
    	the west coast.  If I had got off by back side and got proficient
    	in U* (Unix/Ultrix) I might have got a job in their moslty unix job 
    	as of two years ago anyhow and I would have still be working for
    	DEC.

    	I've been noticing lately that things like DIR/TITLE, etc. are 
    	much slower than usual.  Has the 70,000+ file had any file tuning 
    	/ compression done on it lately?  I seem to recall when Kimmy used
    	to do this access time improved.
    	
    	Also, I noticed that SYSTEM owns the H_M.NOTE file and it has
    	WORLD access, it should be owned by NOTES$SERVER and be protected
    	from the crazy WORLD so that access is controlled only via notes.
    
    	Appropriate ACE's would have to be set for locals/moderators, etc.

As most of you are aware, we had some trouble in here the other night.

In a nutshell, there was a contract employee from Colorado Springs (COMET)
who abused the privilege of using VAXnotes and enjoying DIGITAL's network.

This person noted in violation of the above mentioned policies and guidelines 
(and certainly in VERY poor taste).   On top of that, after a warning had been 
sent by several experienced noters (and by one of the conference moderators),
he continued to use foul and abusive language, and insult conference members.

Upon further investigation by myself and other members of the CXO IM&T 
system management team, further abuses of system resources were discovered.
Several incidences of drug dealing and abuse, sexual abuse, violence, and 
discrimination were found in their mail directories.  (Editorial note:
this stuff was not only against corporate policy, but it was GROSS!)

As a result, he was terminated immediately, as were three of his friends.
On top of that, I suspect that the agencies who employ these folks will be 
made aware of this case.

The supervisor in charge of these folks asked that I post this message as a 
warning to noters everywhere.  Please don't forget that the use of personal
interest notes files is a privilege !  Abusing it is sure to land you in some
very hot water.

Furthermore, don't feel that you have to take these matters into your own 
hands.  Myself and the other moderators in this conference (and others) have
experience in these matters and are here to make this conference fun for 
everyone, while enforcing company policy.  

If you see someone noting in an offensive manner, feel free to let us know,
and we will take the proper steps to get these issues resolved.

Bottom line gang - Read and heed the rules of this conference !!  If there 
are any questions, we moderators would be more than happy to answer them.

FWIW - I beleive that the compliantant was not a person, but an organization.

Keep in mind people (and we mods have said it before), that the network
cops regularly scan notesfiles, including this conference.  You are responsible
for what is in a note when you enter it.   Note responsibly.

    Mikey's situation aside, this seems like a good time to reiterate the
    proper protocol for dealing with issues within notesfiles.  If you have
    a problem with what someone has said, you should take the following
    action:
                                                    
    1) Contact the noter yourself.  This can be done either by Mail or by
    telephone.

    2) If you cannot resolve your issue this way, contact a Moderator of
    the notes conference in which the dispute occurs.  That's one of the
    purposes they serve.  Hopefully, if the matter involves issues of DEC
    Corporate Policy violations, the conference moderators will have
    already taken action, since that's one of the things we watch for.

    3) If the conference Moderators do not resolve the issue to your
    satisfaction, contact your Manager or Personnel representative.  Keep
    in mind that this should be your final recourse.

At the recent Internal Controls Committee meeting, there was a
vigorous discussion of the elimination of non-business notes
conferences.  Bob Palmer was clear that he did not want Digital
to pay for such conferences.

Before we proceed to shut down non-business notes conferences, we
need to have Ron Glover and/or Dick Farrahar assess the effect on
morale of this action, especially in our Engineering operations.
I believe we will seriously hurt our already fragile morale.

I suggest we ask two questions and have them reported to us prior
to an SLT discussion:

   1.  Peter Brown should estimate what percent of our network
       costs are caused by non-business notes conferences.  What
       would be the dollar savings of this action?

   2.  Ron Glover should give us an estimate of the effect on
       employee morale.  Would this be another "vacation accrual"
       issue that we would have to reverse after announcing it?

Then we should have a data-driven SLT discussion with Bob Palmer
present to decide the appropriate course of action.

      Who would do such a thing like that ?  I am offended for someone
    calling me a JERK....but that's okay.  However, If I called that
