SCOPE

WORLDWIDE


PHILOSOPHY

| Systems and network utilities are powerful business tools,
| encouraging creativity and the exchange of ideas needed to
| maintain our competitive edge.  These tools allow for
| instantaneous creation of "electronic" organizations to focus
| worldwide resources on urgent tasks.  We want to encourage our
| people to use these tools in accordance with Company philosophy
| and values.

| Our peer-to-peer, open computing environment reflects our
| corporate culture.  We sell this concept to customers, and
| business and society are clearly moving towards this way of
| operating.  We believe that what we sell to our customers will
| get better if we use it ourselves.

| Information, and the ability to freely communicate it are
| valuable assets that play a significant role in Digital's
| success.  The protection and appropriate use of these assets is
| everyone's responsibility.  We must strike a balance between
| encouraging open systems and protecting these assets if they are

POLICY

| Digital owns and operates computers, systems and networks
| primarily to support the Company's business activities.  Systems
| should be used to enhance the cost effectiveness and efficient
| running of the business, to assist employees in being more
| effective in executing their duties and responsibilities, to
| enhance our employees' ability to operate our computer systems,
| to foster appropriate open and efficient communications and to
| perpetuate the use of computers in day-to-day activities.

| Employees should remember that computers, systems and networks
| like paper files, notebooks etc., are company assets provided to
| employees to assist them in performing their work.  These tools,
| and the work product they contain are Company property and
| are therefore subject to Company review and control.  The
| efficient operation of these vital resources is critical to the
| success of the business, and it is therefore the responsibility
| of all employees to use the computer resources provided to them
| by the Company appropriately.

DEFINITIONS

| For the purpose of this policy, improper use includes, but is not
| limited to the use of Digital owned and/or operated systems,
| networks and conferences for the purpose of gaining unauthorized
| access to internal or external computer systems or accounts, for
| personal purposes that are contrary to Company philosophy or
| policy, for purposes that interfere or compete with the Company's
| business activities, or for purposes of individual financial
| gain.   Examples of misuse include, but are not limited to,
| transmitting sexual or ethnic jokes or slurs, soliciting other
| employees, developing chain letters, making defamatory
| statements, disclosing private facts about any individual or
| organization, inappropriate disclosure of Company Proprietary or
| Confidential Information, permitting unauthorized access, etc.

RESPONSIBILITIES

|     COST CENTER MANAGERS - Cost center managers are responsible
|     for effective use of the Company's assets, which includes
|     networking and computers.  They may delegate that
|     responsibility to other individuals, but they are ultimately
|     responsible for making sure these policies are adhered to.

|     SYSTEMS MANAGERS - All employees must ensure that computers,
|     systems and networks that they manage are clearly operating
|     in support of Company business activities.  System Managers
|     must immediately investigate and report any incident of
|     misuse by an employee to the employee's manager.

|     MANAGERS - Managers should periodically remind employees
|     about the appropriate use of Company computer resources and,
|     monitor these resources to insure that they are being used in
|     accordance with this policy.

|     EMPLOYEES - Employees are expected to use Company sponsored
|     computer resources and their time at work (as determined by
|     their manager) in accordance with this policy and to support
|     Company business activities.  In addition, employees should
|     report all potential misuse to their manager.

|     CONFERENCE MODERATORS - Conference (Notesfile) moderators are
|     expected to periodically review the contents of the
|     conferences they moderate to insure that material contained
|     in those files meet the letter and spirit of this policy.
|     Moderators are expected to remove any material that does not
|     comply with these standards, and should report violations of
|     this policy to the appropriate systems or cost center
|     manager.

NOTES FILES/CONFERENCES

| Digital provides systems to its employees to maintain computer
| conferences (notesfiles) in direct support of Company business
| (i.e., product development, financial analysis, business
| planning, etc.).  Digital also permits access to these systems to
| communicate matters of opinions and common interests.

| In all cases a computer conference must have an identified
| conference moderator as defined above.  Where the conference
| directly supports the Company's business, the conference
| moderator and the responsible systems manager may elect to
| restrict access to the conference.  Digital classified
| information may only be placed in a conference with restricted
| access.  Conferences created to communicate matters of opinion
| and common interests may not be used for solicitations of any
| kind, and must be open to all employees.

| In addition, these conferences may not be used to promote
| behavior which is contrary to the Company's values or policy
| (i.e., they may not promote discrimination, disrespect for the
| individual, violence, etc.).  It is the responsibility of
| employees who utilize such notes files to do so in a manner
| consistent with both the letter and spirit of this policy and the
| Company's values.  The Company reserves the right to terminate
| any notesfile it believes is inappropriate or in violation of
| this policy.

RESPONSIBILITY FOR CONTENT OF MESSAGES SENT OR POSTED ON NETWORK

| Messages mailed or posted over the Digital network are the
| responsibility of the original author.  Posting these materials
| in a notesfile/conference without the explicit permission of the
| author is prohibited and is a violation of this policy.

| When forwarding messages or posting them to conferences, removal
| or falsification of the original message header (which indicates
| the author) is prohibited.

COMPANY ACCESS

| Because networks, computer systems and accounts are resources the
| Company provides to its employees, the Company reserves the right
| to access those networks, systems and accounts as it deems
| necessary.

POLICY VIOLATIONS

| Managers who suspect systems are being used improperly should
| discuss the problem with the employee in question and, if
| appropriate, involve security.  In cases where improper use has
| been clearly established, the employee should be dealt with in
| accordance with the Corrective Action and Disciplinary Policy
| (6.21).

    In order to keep some semblance of order in here, some notes may get
    moved to a more appropriate topic.  So, if it looks like one of your
    notes was deleted it probably wasn't - it was just moved.
    
    Before a note is deleted, it will be hidden and the author will be
    notified.  Notes will not be deleted until the matter has been
    discussed between the moderators, the author, and offended parties.

CAM  was down for a while this morning.  I knew about it yesterday
but just plain forgot to announce it.  (This moderating Sports is 
still kinda new to me ;^))

on CAM in here *before* the fact.

right at the end of a project, it's being used for that a lot

This Friday, starting at 1pm EST, the computer room at BMF will be
shut down for the semi-annual pm of the power and AC equipment.
Following that the CAM cluster will be upgraded to VMS 5.4-2, and 
will be unavailable until 3pm EST on Saturday.

Yesterday I was out sick.  

Also yesterday, the net link between our part of the e-net, and the
rest of the outside world (in Westfield I think) went down.  The
nodes in this geographical area (Enfield, Springfield etc) could
talk to each other, but that was it.

Sorry for the inconvenience.  Even if I'd have been here I could not
have gotten word out....Sorry 8^)

A further word on the unavailability of Sports over the last day
or so:

	As I stated earlier, the link from our sub-area of the 
	network, out to the outside world was down.  We were
	operating on our secondary circuit, which is only a 9.6kb
	line, as opposed to the normal 56 kb line.

	Because of the secondary line, some of you who could access
	SPORTS, could only do so under very poor performance conditions.

	Those of you who received node unreachable messages more than
	likely ran into a network hops problem, in that, with the major
	circuit down, the only routing path to CAM would have involved
	a lot more hops than usual.  Thus, if you had a fairly low
	max hops value in your network database, CAM would have been
	unreachable.

Sorry for the inconvenience.  This particular outage has given us
some ammo for potentially upgrading our situation here.

Hi all --

CAM took a pretty vicious power hit over the weekend.  It was bad enough
to totally blow out one of our HSCs.  

At any rate, for some reason my unseen maps were all screwed up this
morning.  You might want to do a SET SEEN/BEFORE=18-MAY-1991 or whatever,
just to be sure you haven't missed anything.

Field Service is coming in to work on the system, so I wouldn't be surprised
if we experience some down time over the next day or so.

SORRY I FORGOT TO GET THIS IN EARLIER TODAY!!!!

At approximately 1600 EDT today, our computer room power will be shut down
for yearly maintenance on the air-conditioning and power-conditioning
equipment.

As a result, CAM will not be available at that time.

I don't have a firm time as to when it will be up, but later this
evening is a good bet.

I've heard from a couple of people that there have been some problems 
accessing this notes file.

Several days ago, CAMTWO was changed from an 11/780 to something in the 8***
series.  Evidently there have been some problems keeping the notes
object intact on CAMTWO.

Our system manager is working on it.  If there are still problems after
today, please let me know.  There's a couple of things that still may
need doing.  Just doing NOTES$STARTUP didn't manage to keep the object
hanging around....

Sorry for the inconvenience.  At least we haven't had to have the file
blown away for disk corruption (KNOCK ON WOOD) and that's doing pretty
good if you ask me 8^)

I was out yesterday, so I don't know how things were.

At any rate, we had some SEVERE storms here in central Ct on Tuesday afternoon.
(It was quite a sight to behold, and if you like severe weather, it would
have been a laquer-filled experience to be sure).

Needless to say our systems got royally messed up too.

If anyone experience lousy response time, and other types of problems,
it was probably due to the storm.

Just as the State has cleared up storm debris, so should CAM be okay now.
If anyone is still having problems (of a systemic nature, not psychological)
please let me know....

I've had several complaints about slow response time on CAM lately.

I'm checking into it with the System Manglers, but I do know that
we've been having a lot of problems with the net in the Western Mass
area.

Since that's the area that 90% of our traffic is routed through, it
really affects us.  We do have a backup link, but it is a slow one,
so that's probably part of the cause also.


And, in case you're wondering, CAM was unavailable this morning because
during the night we had a head crash, and some remedial work needed doing
this AM.

Okay, to those of you who have been having really sucky response time
to CAM:


	I checked with our system mangler.  There is a circuit down
	in Westfield, which is where all of our traffic gets routed
	through.

	There are back up circuits handling the load, but that aren't
	as good as the first line circuit which is down.

	So, the problem isn't here with CAM.  


	There's not too much we can do about it.


Just have to grin and "bare" it, folks 8^)

	I received confirmation this week that BMF will be receiving an upgrade
to our wide area data circuit. Currently we route through Westfield and then 
on to Shrewsbury. In the not too distant future, we will have a direct line into
Shrewsbury. Or in other words, we will be located right on the main corporate
backbone. This will increase reliability and speed immediately after 
installation. I am also trying to upgrade from 56kb to 128kb. Corporate telecom
is checking with SNET to see if this can be done. I will keep you posted with 
anything that I hear.

The CAM cluster was rebooted this morning.  I know that we are still 
experiencing intermitent network problems, similaor to those that occured
mid-week last week.

CAMONE is still having major network problems.  The situation is being
worked on.

In the meantime, if you have the file entry set up as CAM, then you
should not have a problem coming in on one of the other two nodes.

Access might be a bit slower, but take heart.  There's a number of other
(work-related) notesfiles on CAM and they are also taking a hit...

And just to quell any alarmist rumors:  No, none of the moderators have
shut down SPORTS to "investigate" poor misunderstood, misinterpreted MrT 8^)

there causing all kinds of havoc.

Okay, this is announcement about the availability of CAM and SPORTS.

I was speaking with our system manager late last week.  He informed me
that due to some software we have on CAM, and the way it operates, it
will be necessary to shut CAM down once a week and do standalone backups.

Evidently this software leaves a ton of open files even on quiet systems
and regular backup has not been picking them up.

The way I understand it, CAM will be down from 7am to 9am every Monday
morning.

If this changes, I will post it....

Okay folks, consider this an early warning announcement.

Over the weekend, I got mail from my system mangler that we might
have to remove SPORTS from CAM, due to the network.

I have not had a chance to talk with him today yet, so I don't know all
the detail.   I know that by the end of the week we are supposed to
be on the same backbone that Shrewsberry is on, which would definitely
improve our response time.

However, I think John might be talking about the amount of links to this
file.


AS A TEMORARY REMEDY:

	Please, if you have a workstation, do NOT open a window
	to SPORTS and leave it open all day.   Open it, note,
	and then leave.

	If you sit around all day, you use up a net link for no
	good reason.


	Your cooperation could mean the existence of SPORTS is saved.

More information:



	I talked with my mangler this am, and the problem is indeed
	the links, and it's not just sports.  We have a lot of 
	project related notes files on CAM.

	He is currently testing a solution, which would, if it works,
	put SPORTS (and the other files) exclusively on CAM3, which
	has the memory to deal with the links etc.


So, we're not looking to move it if this procedure tests out.  I'll
keep you informed.

Again, please don't set up camp in sports and leave it all day.  Get
in, do what you have to do, and, as Arnold would say, "Get Out".  You'll
release the link for someone else to use....



In related news, my mangler will let me know when we're routing through
the new backbone.  He says you won't see a tremendous performance increase,
though you will see some.  He says the real benefit will be in consistency.
Performance in the morning and afternoon will be the same....

Circuit testing is still proceeding on that circuit.

IMPORTANT ANNOUCEMENT:


	As of today, we went on the new line direct from BMF to
	Shrewsberry.  The consistency of the performance is
	expected to go up.


ALSO:

	Tomorrow at lunch time, SPORTS will be shutdown for approx
	15-20 minutes and moved exclusively to CAM3.

	After that time, to access the file it will be necessary to

		MODIFY ENTRY SPORTS_91 /FILE=CAM3::SPORTS_91


	Of course, if your SPORTS entry in your notebook has a different
	entry name than SPORTS_91, use that instead.  So, if you
	called your files SPORTS_BAR, it would look like

		MODIFY ENTRY SPORTS_BAR /FILE=CAM3::SPORTS_91

Okay, folks, it's getting to be that time again, when we think of
archiving SPORTS_91, and get ready to open up SPORTS_92.


At this point in time I do not have a definite date of when I will do it.
However, I'm not sure that I have the space, permission, or ability on 
the CAM cluster to leave SPORTS_91 open for a while NOWRITE, while 
we start in on SPORTS_92.

That's why I'm telling you all early.  If there is anything you want
from SPORTS_91, get it in the next couple of weeks.  I might be able to
leave the file on-line in my directory for a while (if it's not too huge)
and would be able to handle requests, but I can't guarantee that.

When I archive it, I will have it put on tape, which I will keep here
in my office.  Should a major need arise, and if I can get operations
to restore my tape for me, I'd be able to pull stuff out.

But, I don't want to field like 10 requests a day for stuff.
If you think there's stuff you're gonna need, extracting it now would
be your best bet.


I will be working through the holidays (ie no Vacation) so I will probably
do it sometime the week of Christmas....

I've decided to let SPORTS_91 continue for a while as is, and not 
archive it.  It's taking up some space, yes, but I'm not hearing
anyone squawking, so no problems yet.

So, for now, don't worry about archiving.  If in the future I should
decide to archive, I'll let you all know in plenty of time....

For the past week or so ( since New Years) there have been some
problems on CAM with the 
	
	Insufficient resources

error you get.

I'm not the system manager, so I can't explain why your getting this.
There are several notesfiles on CAM3, and they are all pretty active.
Plus SPORTS is pretty active.

I know that the CAM cluster is to be upgraded sometime in the future,
and a lot of these problems will probably go away.  


Also, I don't know whether it's a local phenomenon or what, but lately
the CAM cluster has seemed to have had VERY poor response.  For example
I'll type a line or two and then the system appears to stall.
Again, this stuff is being looked into....

Finally, I would urge you all to do your noting, and leave the file.
Please do not keep a window or session open in to SPORTS if you are
not actively noting.

I can add a little bit to this.  CAM3 accepts only 32 incoming links at any
time.  That includes NOTES, mail, NCP, etc.  From having monitored CAM3 a bit,
I find that there are many people who keep this file open for very long periods
of time.  Some links are up for more than a day.  If people would just close
SPORTS when done, it would make a huge difference.

I've also made some suggestions to Frank on how to up certain limits without
much impact to the system.

Since late last week, we have been having some network hardware problems
here in BMF.

I'm not quite sure how it might affect any of you folks coming in from
outside, but in here, it's making life pretty inconvenient.

If you notice anything weird, if you get dropped off, or if CAM gets
rebooted without much/any notice, that's way.

Okay, this is a BIG announcement, so please listen up.


Our site here, BMF is moving to Springfield in early April.  At this point
in time, this file is still safe and sound, and I expect it to remain
so even after we've moved.

However, those of you with more than two working brain cells, can
probably figure out that if we're moving to Springfield (SPO), that at
some point in time, the CAM cluster will be down and unavailable.


At this point in time, the target dates for CAM'S move will be 
April 3-5, with it being available again April 6.  Our office site
will not pack up until April 10, so everything between there will be
remote.

After April 6, I'm not sure how the network will be set up, nor am I
sure how many links will be available, until we get settled in, say

back to normal.


I have not decided if I am going to archive sports before the move,
or after, but the file is getting pretty big, so an archive might
not be a bad idea....


As the schedule gets finalized (it may be already), then I'll post
more information......

Well, folks, this is no April's Fool Joke.


Personnel finally decided to do something about SPORTS.  They're here
now with our System Manager, working with him to obtain a copy of 
the file.

I thought I could get in and delete the whole thing, but unfortunately,
on CAM, I don't have the privileges to delete from the directory the
conference resides in.

I guess they are shutting us down.

Near as I can figure, they received a complaint from someone, they 
wouldn't say who, about the sexual overtones that's constantly pervade
the file.


I'll let you know what I can as soon as possible, but I'm gonna spend
the next hour or so working on my resume.  I have a feeling someone
is gonna have to hang for this, and it'll probably be me.....

Seems that the dude in the suit wasn't from Personnel at all, and
this was all just what we here in SPORTS might term "an innocent
college prank".


Meantime, I'm sitting here with hershey squirts, and hoping I've
got some clean undies in the gym bag out in the truck...


Guess I get to go after Systems Manglement BIG Time next year....

    I just wanted to set the record straight.  Under no circumstances 
    was anyone from Personnel in here today, in a suit or otherwise.
    
    I guess the Chainsaw was playing an "innocent college prank" on 
    everyone.  I guess it's up to the sports noters if they want to have
    a Trial.
    
    We in systems mgt. don't like the fact that Chainsaw tried to pawn 
    off his sorry excuse of an april fools joke on us.

	There is a very small possibility that the cluster MAY be back
	up on Saturday Morning, but consider this remote at best, and
	if up, it may be unpredictable in terms of how long it stays
	up.


	Plan on the system being available by 0800, April 6, 1992.

Just FYI....


On Friday, April 10, at noon, the BMF facility will shut down for good.

Personnel are supposed to work from home next week while our new offices
are put together, and we're supposed to report to work on April 16, 
in Springfield.

As I don't feel like lugging my DECstation home, and because I have
vacation time up the ying-yang, I will be on vacation next week, April 13-14-15.


SPORTS should remain unaffected.  The CAM cluster is currently in 
Springfield, and up and running.


Should CAM go down next week for any reason, I will not be available to
bring it back up or able to contact System Management.  I guess what I'm
saying is if anything happens to hang tight, because someone will get the
machine back up.


Thanks for understanding.  After April 16 everything should be back to
normal....

Okay, I thought I'd put this here to inform everyone and cut down
on my doing this on an individual basis.



	o SPORTS resides exclusively on CAM3.  This means that when
	  CAM3 goes down, SPORTS is not available.

	o The old SPORTS file still exists in the notes$library that
	  CAMONE and CAMTWO reference, but that file contains one note
	  saying that the file has moved.


So, when CAM3 is down, and you access SPORTS, you will more than likely
get that old sports file telling you it has moved.


In the past two days CAM3 has gone down without warning.  Field Service
has been fixing some disks, and I haven't been getting any warning.  I 
asked system management to please let me know as far in advance as 
possible, so this problem shouldn't be happening in the future (I hope)....


Hopefully, this reply will alleviate any anxiety caused by getting in
and seeing that SPORTS has moved.....

           A MESSAGE TO EMPLOYEE INTEREST NOTES FILE USERS
    
    
    Over the last few months I have received a number of complaints 
    from employees, and individuals outside of the company about 
    material communicated in electronic mail systems and posted in 
    various employee interest notes files.  After reading some of this 
    material it is clear that a reminder about appropriate comment and 
    behavior in these systems is necessary.
    
    First, and most critically; the electronic mail systems and notes 
    files are company facilities subject to normal workplace rules of 
    conduct.   As such, the same rules that govern conduct and comment 
    in any other Digital workplace apply with equal weight in these 
    systems.  Stated simply, if you wouldn't say something in a 
    Digital business meeting, you shouldn't say it in electronic mail 
    or notes. PERIOD.  
    
    Statements that attribute improper, illegal or immoral motives or 
    actions to others; statements that cast aspersions on the 
    character or integrity of others or that amount to libel or 
    slander are not permitted. PERIOD.  In this regard, it does not 
    matter whether the individuals subject to the comment are elected 
    public officials or directors of organizations disfavored by the 
    author.   There is no "Public Figure" exception in these systems.
    
    Comments of a sexual nature are not acceptable whether they are 
    about the author or directed at others.  Similarly, comments that 
    degrade, devalue or discriminate against others are also 
    prohibited.
    
    Neither the notes conferences nor electronic mail should be used 
    to solicit other employees.  This prohibition covers efforts to 
    solicit employees for personal or political gain, to sell or 
    market goods or services (except authorized marketplace or 
    discount conferences) and efforts to solicit employees to take 
    action, sign petitions or support particular causes or candidates.
    
    Finally, employees should remember that it is never appropriate to 
    spend working time in employee interest notes for non-work 
    purposes.  Personal or entertainment activities in these notes 
    files should be limited to assigned break times, lunch time and 
    before or after business hours.  
    
    Employee interest notes files and conferences provide an 
    electronic forum to share ideas and opinions about matters of 
    common interest.  In supporting these conferences, the company 
    understood that there would be occasions where employees would 
    disagree on issues being discussed, but we believed and continue 
    to believe it is possible to disagree without being disagreeable.  
    Personnel Policy 6.54, Proper Use of Digital Computers, Systems 
    and Networks provides further information about appropriate 
    conduct and comment in these systems.  Employees who fail to meet 
    these expectations, or who use company computer systems in ways 
    that are contrary to the letter or spirit of that policy are 
    subject to Corrective Action and Discipline up to and including 
    the termination of their employment.
    
    The moderators of these conferences, along with your system 
    managers, personnel representatives and the Personnel Policy 
    Manager are all available to answer any question you might have 
    about appropriate use of these systems.
    
    Please feel free to forward this memo to other Digital notes 
    files and conferences.

To explain, and perhaps finally end the endless probing questions, here
is the explanation of what happens when you get the notes file moved
again.


Today CAM needed to be rebooted at lunch time.  The nodes come back up
and if for some reason CAM3 is not there, you will get the notes file
moved file (in another notes$library) on CAM, instead of the real sports
file specifically on CAM3.

If you get the notes file moved file, just try again a little later.....

Okay, folks, BIG announcement.


Right now, due to certain projects that are being undertaken here, 
we're really tight on disk space, especially on the CAM cluster.

I've just met with the System Manager, and we decided that the best
thing to do is to archive this version of SPORTS, and to start a new
one.   As it stands now this version of SPORTS will probably still be
available on-line, just in a different place.


So, here's the scoop.


Next Monday, I will be archiving this version of SPORTS.  That gives
you a week to grab anything that you might want out of here.   I'll
start a new sports next Monday.


I'll announce more details as they become available.

	If you have been noticing that some topics may have 
	more replies listed than are actually there, that is
	most likely an outcome of the disk space problems we've
	been having.   Notes seems to update the reply count, 	
	but then doesn't fix it when the note can't be put in.


	It is possible that there may be disk space problems
	for the rest of this week.  I cannot guarantee that
	there won't be, but I'll try my best to work with the
	system manager.

	After we archive, things should be back to normal.....

	of the write-locked, archived SPORTS_91 file.
