    Well, I found two solutions:
    
    1) There is a shareware util called Disk Charmer that has this rather
    interesting "make disk larger" option when you initialize a volume. On
    the aforementioned 127MB partition, it yeilds over 126MB free space.
    
    2) whereas "Disk Setup" only allows you to specify partition sizes as 
    an integral number of megabytes, you can 'stretch' the last partition
    to (basically) the end of the disk; this yeilded an additional 400KB
    in my case, allowing me to create my 125MB file in that partition.
    
    I went with (2), since I don't understand what (1) is actually doing.
