When installing PCM T1.6-001 on OpenVMS I saw the remark to startup/shutdown 
PCM from the systemaccount.

In note 704. there is a discussion about this.

When I start PCM from my personal account, the PCM processes use my
UAF-settings.

Can the file sys$startup:console$startup.com be modified in such a way
that the PCM processes run under SYSTEM-setttings, and can be started
from each account with enough privileges?

With most other products this is possible, and you don't have to do a
$ submit/user=system/noprint sys$startup:console$startup.com

When it is really impossible to modify, just let's state that.

    Minor nit here. Many of the quota values are hard-coded such as
    pgflquota and bytlm. Note that the UIC is hardcoded to [1,4] but there
    is no argument to specify a different username with run/detach as
    there's no argument for this in the $CREPRC system service. The
    workaround is to use SUBMIT/USER= as you stated.

    Well the problem in 704 was that the database conversion
    did fail during the installation, and therefore it did not
    accept me as a valid user to perform PCM Startup/Shutdown.
