It'll be necessary to manually recreate the .BCSconfig and .BCSset-...
files, and then check out everything unlocked.

A new sandbox with the original name needs to be created, and then
a .BCSset-<principal>_<setname> file created with the exact list
of files as in the srequest, in sorted order, with no blank lines
or spaces (use "sort -u" to make sure).

Then "bco -u -all" to populate the files, and create the .BCSconfig
file using:

	bstat -R -V -r$NEW -all > .BCSconfig

Both the .BCS* files go in the sandbox src directory.  Note that
this bstat command assumes that all the files are in sync with the
submit pool, ie. that none of these files has been submitted by
anyone else since Eric's original bco's; otherwise merges need to
be done to "catch up".

  Eric Whitney lost his sandbox before he could bsubmit files into the TCR3 pool.  The
files have been bci'd and an srequest had been filled out.....The files are:
