Unfortunately, you can't fully undo a bcreate by yourself. The best thing
to do is rerun, but find a way to ignore any bcreate failures that occur
because a file already exists. The placeholder file bcreate puts in your
sandbox is not needed. It's unclear from your description whether you
checked in your files with "bci" before attempting to "bsubmit". I
think that's a necessary step.

Jeff, as Jim commented it's necessary that you do a bci (check-in)
before you do a bsubmit. You didn't indicate if this was done,
or exactly what the error(s) was/were.
If not all the files were bci'd first, bsubmit would not continue.
It would be useful to actually see any error messages you got.
It kind of makes me nervous that you say:

If you mail the full path we can clear the pending submit and completely
remove all the rcs files which were created, so you can start over.
