Craig, can you please provide more background?  Are you sure you did
a final 'bci' of your files (it says they are writeable, which they
should not be after a bci).

"bstat -all" will show the revs of all the files; if they are #.#.#.1
then you definitely have not done a bci, but you could have bci'd
and then done either bco or bmerge to check-out and lock the files
again.  

The other thing about these files is that, since they do not have a
known extension, if they were created with a plain bcreate they may
not have had their correct comment leaders set.  ODE may think they
are BIN (binary) files which can't be diff'd or merge'd.  If you do
blog on each and check the "comment leader" it should be "# " not BIN,
and the files should have a header as in
	/usr/sde/osf1/headers/header.sh
