Subj: 	Can't bsubmit to shared sandbox

I can read the kxct.conf file.  All files seem to have the correct
permission but bsubmit keeps telling me it got an error with an
error number of 0 (huh?) and that a temp file already exists (though
the shared sandbox temp directories are empty).  Output follows.
