As far as I can tell I created the the new submit tree properly. I did the
following:
1) used mkback to create a completely populated source tree
2) used markrcs to mark the current revision of all files in the new sub. tree.
3) updated rc_files/(local, shared) to reflect the new default set name
and the location of the submit tree and update check_out_config.
I was able to checkout and checkin files in my sandbox but did receive the
above error. What have I done wrong? There is no /alpha_backG/V30_SSB/kxct.conf
and none of our other submit trees have kxct.conf in the top level dir.
I do fine kxct.conf in /logs and in /src. Both logs/kxct.conf and src/kxct.conf
are symbolic links to the real files and they point to the same file as is
the case in a submit tree that can be submitted to.

Martin,
check the that there is a valid kxct.conf file in the logs directory. I
believe
looking at you're debug, that it's trying to write into the bsubmit.hold
file in the logs directory, and it needs a valid kxct.conf...
I would expect to see the following in the logs directory:
lrwxr-xr-x 1 devbld staff 47 May 8 22:35 kxct.conf ->
/usr/sde/swpex/config/kxct.conf.logs.mips_ULTRIX

Thanks John,
kxct.conf is a link as you stated. I had already thought of that and confirmed
that it was correct.
Previously when I created a submit tree I had had a similar type problem, which
I was able to resolve by correctly setting protections on all top level
directories in the submit tree and correctly setting protections on all files
in the logs directory.
I have already confirmed that directory and logs/files have the correct
protections. Still get the same error.
