DECwest ODE help,

I've having a SUP problem which I haven't been able to resolve. 
This is a sup of our /usr/sde area onto multiple hosts.  I think I've
omitted the advfs special files from the sup collection, but I keep
getting error messages, for example:

    SUP: Unable to delete file quota.user
    SUP: Unable to delete file quota.group
    SUP: Unable to delete directory .tags


On my SUP server I have a collection on an advfs fileset, and 
it includes these files:

    nsa.zk3.dec.com> cd /usr/sde
    nsa.zk3.dec.com> ls -ld . q* .tags
    drwxr-xr-x   9 root     system      8192 Jan 16 11:04 .
    drwx------   2 root     system      8192 Jun  6  1994 .tags
    -rw-r-----   1 root     operator    8192 Mar 25  1994 quota.group
    -rw-r-----   1 root     operator  286720 Dec  2 15:36 quota.user


On a typical client, I have the following:

    % cd /usr/sde
    % ls -ld . q* .t*
    drwxr-xr-x   9 root     system      8192 Jan 16 11:04 /usr/sde
    drwx------   2 root     system      8192 Jun 21  1994 .tags
    -rw-r-----   1 root     operator    8192 Jun 21  1994 quota.group
    -rw-r-----   1 root     operator  286720 Dec  2 15:40 quota.user


My sup collection 'list' file currently looks like this:

    upgrade .
    omit rcs
    omit sup
    omit lost+found
    omit .tags
    omit quota.user
    omit quota.group

I have also tried:
    omit .tags quota.user quota.group
    omit ./.tags ./quota.user ./quota.group
    omitany */.tags */quota.user */quota.group

the files are in the 'last' file on the clients as
    .tags
    quota.user
    quota.group

If I go into the 'last' file and remove these entries, I can get the errors
to stop, but it appears that once something's in the 'last' file, then
the 'omit' directive doesn't take effect (?).  Is there a way around this?
(We have a lot of clients and some are managed by admin; I'd rather not have
to have people manually edit all of these last files (over 20 of them.)
