I tried using the SMALL_BOLD_CAPS argument to the <EMPHASIS> tag and got
the following error message:

     Argument 2 to tag <EMPHASIS> is not a keyword
  %TAG-I-ARGMENTIS, The argument is SMALL_BOLD_CAPS

I was using <EMPHASIS> within an unnumbered list, if that makes any difference
(don't see why it should).  The doctype was ARTICLE.

    There's some confusion on this argument. Try 
    <EMPHASIS>(text\SMALL_BOLDCAPS)... it works for me.

    Right, it should be <emphasis>(text\small_boldcaps). 
    The documentation is wrong; will be righted.

    I changed SMALL_BOLD_CAPS to SMALL_BOLDCAPS, and it worked fine.
