	The user name (OPAL*) listed below was added to my excemption file. They
	are still getting ZAPPED. Can someone please tell me why?

Please post the entire exception file.  Exception records are processed in
numerical order and the first rule that applies will be used.  If a rule before
11 could also be applied to the user, then it would be used.  Exception rules
are like ACLs.
