2696.0. "Payroll: errors and accountabilty?" by PFSVAX::MCELWEE (Opponent of Oppression) Fri Oct 01 1993 04:25

I did not receive pay matching my timecard this week, again. I
called our administrator. Payroll responded to her query that they
_did_ receive the timecard and the missing hours would be paid next
week. So, WHY? Where's the accountability? No reason was given. No
effort to notify the employee directly, just an attitude statement.

Car plan distributions were severely in error last month, and
late previously. The resolution of last month's error put the
correction of the withholding aspect into the employee's court.
If you wanted it corrected, send back the net amount and wait
until next month for a correction...

I'd like to know how widespread the incorrect-per-timecard
errors are amongst the readership here. I don't intend to ask
CANNON::PAY_QUESTION, I want to gauge the scope of the issue
    from other's experiences.

2696.1Happened twice to meODIXIE::WALLSBeautiful Atlanta, GAFri Oct 01 1993 12:294
It has happened to me twice. Once in July and last week. It appears
to happen when I take a less than a full week vacation and they somehow
just enter the hours I took as vacation as the total hours for that
    week.
2696.2RANGER::PANDYAFri Oct 01 1993 14:4626
                -< Mee too >-

I had a similar problem. I submitted a time card for a vacation day
and somehow my time was taken out as a sick day. Since my vacation
was peaking and the time wasnt takne out from it, I started to lose
additional vacation accumulation. I sent this note to the payroll
node and got the standard reply that it will be looked into. The
problem was fixed but I wasnt credited for lost vacation accrual
time. I sent another note saying this wasnt my fault and so I
should be credited the time due me. The response was that they
"undestand" the problem but cant fix backdated vacation time. No
further action was taken and nothing was done.

Another instance. I wanted to use payee phone system to change my
direct deposit. I could not access it since I didnt have the password
(which I never did get). I had to request the password which takes
about 3 weeks to get. I asked if I can somehow get my password sooner
over the phone (or somehow after my ID was confirmed). Again I got
the standard answer. Once I got the password, i now have to wait
another 3 weeks for the change to take place.

I thought this sort of inefficiency happens only in government
institutions....was I wrong! If they treat employees this way,
I wonder what our customers must be going thru!

I had problems recently too, when the people who processed our local
payroll changed, so an "error" that was overlooked before, was no
longer overlooked, resulting in incorrect pay amounts. I was not
notified; I just didn't get the correct pay amt.

I sent Mail to the PAY_QUESTION people ... they replied that they had
my time card, and it was incorrect in such-n-such way, so I should
submit a new one. I asked whether they were going to notify me or if
I'd simply not get the correct pay.

They replied that they are not able to notify all employess who submit
incorrect time cards, so they don't notify anyone.

    That's real nice, huh?!

The libertarian view of the matter is this:

The employee performed work for Digital. Digital has an obligation to
pay for that work promptly. That's part of the contract between the
employee and the employer. Digital breached that contract. Digital
breached that contract repeatedly. It is completely proper and
ethical to hold Digital accountable for that breach.

In the 6+ years I've worked for Digital, I've never had an incorrect paycheck,
except for the Fleet Plan B screw-up recently.

That's a pretty good record in my book.

2696.9Attitudes NOT. I want answers.PFSVAX::MCELWEEOpponent of OppressionTue Oct 05 1993 04:3315
Well, I've received several MAILs from persons who wish to remain
anonymous with much worse problems since posting the base note. Also,
an invitation to call someone (apparently) in payroll to discuss things.
I'm debating if returning this call would provide real answers since:

The other MAILs were related to the "there's no way to correct the
past error; esp. if _TAXES_ are involved" tune. (All face Washington
D.C. and grovel to the almighty IRS...)

Re: EDP & Libertarian slam- I fully support the attitude and spirit
of the Libertarian viewpoint. Digital preaches accountabilty and
responsibility but often practices them only to its advantage, esp. if
a clash with the g'ummint is probable, IMO.

2696.10"Me, too!"BWICHD::SILLIKERCrocodile sandwich-make it snappyMon Oct 11 1993 16:4526
Two weeks ago I was out sick with that *&^% gastro-intestinal flu for
an entire work week, i.e. (5) days. I put a timecard in for 40 hours
of sick time, and went into cardiac arrest when my paycheque came in at
$62.00 less take home than normal. It seems that they cleaned out my
VACATION time, at around 31.some-odd hours, rather than paying me the
40 hours sick time. I got Personnel pronto to help me through this...
I was told I will receive two paycheques this week, one for the normal
amount, and one for the amount they did not pay me last week. In
theory, it should NOT affect me negatively tax-wise, and after reading
this string, I intend to scrutinize the giving back and subsequent
correct accrual of my vacation time VERY CAREFULLY! One supervisor
from SHR did ring me up, and ask for the "batch" number my timecard was
in, which I could not furnish, but did refer her to the people at PKO I
worked with, so that she "could talk with the person who performed the
    errant data entry"...

Bottom line, my mortgage goes out late, and I'm a hurting puppy, 'cause
like so many of the rank-and-file, I am literally surviving from
    paycheque to paycheque.

Am waiting to see the correct adjustments in this week's pay...

In all fairness, I think this is the first time in 6 years that I have
had a payroll problem... if memory serves me correctly...

One problem but it was due to someone submitting a hand-printed copy
while I was on vacation. The only other problem is I think payroll has
been underpaying me approximately $3,800 per week. Now all I have to
    do is convince them.

The problem mentioned in the base Note has been identified as an
error in submission from the Field, not a Payroll error. I appologize if I
was considered overly critical of Payroll by presuming the error was
theirs, however tracking down the facts wasted several labor hours for
    all concerned.

What's important here IMHO is that we've "virtualized" so many facets
of our employee disbursement systems (Payroll, expenses, advances,
misc. vouchers, etc.) that it takes a lot of tenacity to get an
authoritative response when something goes wrong.

I'm also grateful that my problem isn't as horrible as others have
related. There's room for improvement across the board.

i find allot of DECeees asking for who is in charge of this and that,
how come we in DEC don't have an on-line system of some sort where
one can locate people by function they do? like the above case?

this will be something usefull to have and to add it to elf as another

Thank you all! If I don't here back from personal this am I will
    call Len.

Personal is trying to work this issue for me, they called me last
night at 4:00 to inform me that they have having a hard time getting
    a live person of importance.

All my personal records are in complete order, but for some reason
payroll is pulling info from another system (arent we supposed to
all linked together on one system now?) hence, I don't get paid!

The personal mgr sent mail to Canon:: telling them I am an active
employee and to pay me... well, Canon:: sent mail back to the
Persoanl mgr telling them I'm not. Since when does payroll make
    the rules?

I just called PAYEE phone to find out wh at my direct payroll deposit
is and was very interested to hear that none had been made yet. It is
8:06 on Thursday morning. We are supposedly paid Thursdays..yet still
no pay. I thought PAYEE phone was supposed to let us hear about our
payroll deposits before the checks were actually delivered. My bank
also tells me there is no deposit for this week.

Your opinion...what if there was suddenly not enough money for payroll.
Would you rather have direct deposit or a live (or comatose) check?
Would it matter? Would DD get their money before live checks, or the
other way around? Would they just stop paying everyone?

Should I even be concerned about this?
