1261.0. "1991 Fleet Car Selections" by ENOVAX::WATSON () Mon Nov 05 1990 16:22

Does anyone know when the 1991 Fleet Plan A car list will be finalized?
Any ideas what cars are on the list?

I need to re-order and seem to be caught in the bump between 1990
    and 1991.

    Thanks for any info.

Yes, I have called twice. Last week I was told that they would have
the list by the end of the week. This week I was told that they
haven't heard anything and have no idea when the new list will be out.
Meanwhile, my car is almost at 60,000 miles and with the lead time
of 12 weeks, and the amount of business miles I drive, I will be way
over 65,000 miles by the time my new car arrives....assuming I can
order it this month. (It's too late to order a 1990 model)

Re: .4

The company lease is for either 60K miles or 3 years, whichever comes first,
as far as I recollect. At least this is the way it was 5 years ago when I was
still in the field.

I believe most lease contracts carry penalties for exceeding the parameters
of the lease. Hopefully the size of our fleet contract can be used to outweigh
that. Private leases can get quite expensive if you exceed the annual (or
terminal) mileage and exceeding the date is even harder.

Most of the overflow that I saw in the field was in high mileage areas such as
a New England office covering Maine, New Hampshire and Vermont or other
widespread travel areas. It's easier to preorder a car if you are about to hit
the three year line (not often) than if you "figure" you are going over 60K
within, say, the next three months. Also, this annual Tom foolery aroung
closing down ordering for 3-6 months at a time because of negotiations doesn't
help (except it opens the door to "emergency" orders where you take what you
get and it is probably more exoensive to DIGITAL to order this way).

With all our "extra" staff, why cann't we dedicate some of them to managing and
ordering our own fleet, instead of hireing outsiders to do it for us. We have
got to be big enough to do the negotiations directly with the auto companies or
at least major national "ordering" services and I'll bet if we funded,
controlled, our own maintainence it would be more reasonable and cheaper.

You wouldn't believe how tough it was to get show tires on those cars (why
would one EVER want snow tires on a car in Maine after all). Some of the
other fol-de-rol around getting preventitive maint was nonsense. I had a
shimmy in the front end of a company car, they (GELCO) wouldn't let me fix it,
or balance the tires, but they would buy new tires when the old ones wouldn't
pass inspection (complaining about tire wear).

Sounds awful wasteful to me. Modern cars are just gettin' warmed up

I believe the author of .8 may be on to something. My car that I drive
on fleet plan B has 130,000 miles on it and still going. The only
major repairs were a new steering rack and a power steering pump.
All together less than $500. in cost. Most any new car should last
100k miles if cared for properly. But I'm anxiously waiting word
from Fleet about any changes for 1991, I do believe I am pushing
    my luck a little bit.

that does. My car also has original tires and brakes, both of which
are worn and cannot be replaced because the car has over 55,000 miles.

130,000 miles, marginal tires, and a failing transmission. (At least
it is still running!) Also this is the last year the car qualifies for

Anyone know what happens when you cross over the 5-year old limit on Plan B,

Just so your impression can be pointed in the right direction...

In any given typical week, I can be at no less than 15 DIFFERENT
customer sites. I support 9 different salesmen. Last night I
was at a customer site until almost 9pm. I'll be at the same customer
again next week for the same time period. There are times I am at 4 or
5 customer sites a day. Last month, I put an average of 450-500 miles
on my car EACH week for DEC travel.

I start work at 7am everyday, and most of the time don't get out of the
office (or customer) until well after 6pm, EVERYDAY. BTW: Don't read
that as a complaint, cuz its not, I enjoy my job and its the best job I
have ever had at DEC and wouldn't give it up for anything right now.

But, if you think that SWS is someone who sits in the office, all day,
you need to re-think your thinking.

    Re: .13

First, the company (DEC) isn't getting stuck with anything. Since
Dec does not purchase the vehile anyway. They have an agreement with
GE (formerly Gelco) on a lease program. Second, they (Dec) about 2
years ago was considering doing away with fleet cars...that got
quickly shutdown after looking at the overall expense of plan b.
Dec employees *must* still pay for there personal mileage. It is not
a given. And last, which is a reply to .4. Last july i had to travel
from Manchester NH to Portland ME. daily. My car had 55,000 miles on
it then. The tires were in poor shape to say the least. The car would
shake at 50. One tire was down to steel. I had to battle with Gelco
to replace my tires. Who are they to tell me that this vehile was safe
to drive with bald tires? My last phone call with Gelco on that
problem i talked to a Gelco rep. and told him that i held him
personally responsible if anything happen while i was driving this
car. Needless to say the tires were replaced. This is the kind of
stuff we have to deal with when the company car reaches its so-called
live expectancy. Its not a waste..its the company policy. And Dec is
paying good money for it. So they expect to have good running vehiles.

re: .22

GELCO manages the maintenance on the fleet cars just like an HMO does your
health care. You must get service done at a location that accepts GELCO
purchase orders if the expense is more than $30. They also explicitly
require approval before and tire and/or brake work is done, regardless of cost.
This means that gas, oil, and oil changes are about the only thing I can
expense on my weekly expense report.

Your CC manager has nothing to do with it. The CC pays a flat fee per month
for each fleet car assigned to the CC.

1261.24Them's the rules...NEWVAX::PAVLICEKZot, the Ethical HackerFri Nov 09 1990 16:5620
    re: .22

With Plan A, the usual rule of thumb is:

    	1. If it is under $30, expense it.
    	2. If it is over $30, GELCO must approve it.

There are explicit rules, but that sums it up for most things.

So, if you can buy new tires for under $30 total cost, your golden. If
you can't, you MUST get GELCO's pre-approval or risk the possibility of
taking the costs out of pocket (if your CC mgr decides that you didn't
follow procedure -- which you didn't).

I once successfully expensed a single tire which blew out 200+ miles
from home, but I wouldn't want to try to pass a new set of tires by my
CC mgr unless I was ready to assume the total cost myself should the
    attempt fail.

Alright, thanks. But the thing I don't understand is how a

If they're bad, they're bad. They'll have to be replaced
soon anyways, right? [Of course, I think I just answered my
own question ... another 3 weeks and the car won't be yours,
so just wait and someone else will replace them.]

Depending on the cost of the tire, I'd probably risk replac-

for awhile, and I don't like the idea that $200 worth of new

Our CC manager discovered that the monthly charge our CC pays for GELCO
fleet maintenance includes oil changes. Therefore, if I expense an oil
change, the CC is paying twice for that oil change. Since this
discovery, oil changes have to be performed at a place that accepts a
    GELCO P.O.

Assuming oil changes every 5000 miles @ $20 each, over the 60,000 mile
lifespan of a company car, this is a savings of $240/car. With 75 cars
in our (Customer Services) CC, it adds up.

I don't recall where I read it recently but, the arrangement with GELCO
is that they are responsible for paying maintenance only up to a set
mileage (55K?). After that, the individual CC must pay for it (expense
voucher reimbursement. In other words, don't even bother calling GELCO

It seems that every year, the process of "negotiating" a new car plan
takes at least a month longer than the last. Various reasons have been

basis. So far, this rental has probably cost us more than a whole year's
worth of plan A car expenses.

Every year, this company seems to be more at the mercy of it's own
beaureaucratic folly. We cannot maintain any internal consistency,
so our people spend all of their time trying to figure out the rules
for this week rather than concentrating on making and selling our
products. Instead of being a tool to get our job done, the car plan
has turned into an administrative burden that saps our productivity.

Every so often I find a support person in Digital who actually
believes that it is their job to *support* the ones who actually
deliver products to the customer. To those dedicated souls, I
give my heartfelt thanks. To the rest, well ...

    Re. .39

I too am wondering if this is not a calculated delay. In light of the
fact that several hundred people have been added to the field organiza-
tions in the past several months, and more are soon to graduate from
sales and sales support training, there are no floater cars left in any
    field offices.

The emergency process was very expensive and my management would prefer
not to utilize it but they also have not authorized a rental car either.

Because my wife had temporary access to an automobile I did not pursue
getting the Plan A car, I was promised on my transfer. But now I am
beginning to realize that it will be 12 or more weeks after Fleet
announces the 1991 selection opening before I will even see a car, and
I am wondering how I get her a car in January when she loses access to
the car she now uses. I did not ship my two cars when I moved because
I was suppose to get a company car. But there are no floaters and the
emergency process is too expensive so I am without a company car. If
I had shipped two cars, I would be on Plan B. But I really did not
want to keep my car without air conditioning in the Arizona heat, and I
was suppose to get a company car.... So far I have saved DEC the cost
of shipping my second car, and the cost of giving me a company car for
5 weeks since my arrival, but my patience is about to run out (or
should I say my wife's is). And the cost of a rental car may be what
it takes to calm her down when January comes and no car is in sight!

What I wonder is how many people have arrived in the field only to
be forced into rental cars/emergency orders because Fleet didn't plan
better for shift in personnel closer to our customers.

The available floaters and earlier availability of emergency orders
probably masked the true cost of this delayed implementation, but
just as in the case of .39, I too may be seeking a rental car real
    soon.

Subject: OPTIMIZING RESOURCES - FLEET

            ****************************************************
THIS MESSAGE IS FROM THE U.S. TEAM
            ****************************************************

As part of Digital's expense savings effort, it is important that we
utilize our existing fleet in a cost effective manner.

Today, we have several hundred unassigned vehicles, and we need to
ensure that all of these assets are optimally utilized. No new
vehicles will be ordered until the existing unassigned vehicle pool
has been exhausted. Additionally, the current replacement guidelines
should be relaxed, with vehicles retired for safety considerations or
excessive repair needs only. Employees who had planned to purchase
their existing vehicle, however, will still be able to do so.

This improved use of the current fleet will return an annualized
savings of $4m. To assist you in making this happen, each region
will have an individual assigned as a focal point who will support
your management process in driving down these costs .

To the extent that new 1991 orders are required, the vehicle choice
    will be:

                 Sedan: Ford Taurus, Chevrolet Lumina
Station Wagon: Ford Taurus, Chevrolet Lumina APV

We have asked fleet operations to provide both monthly l991 order
rate reports along with total inventory count by lines of business
and geography to help us all calibrate our continuing progress.

No structural changes will be made to the existing fleet policy,
either Plans A or B, at this time. We will, however, agressively
work to define a Transportation Support Plan that better meets the
needs of employees and the company for possible implementation next
    fiscal year.

I have been trying to convince my DM to allow me to have a classic
car on plan B. His response was "this is not in keeping with what
Digital is trying to do with the car plan" Since I am a software
support person I really can't se how this makes much difference.
What type of documentation do I need to provide to my DM to get buy
in on this? Since the tax laws have changed and Digital now spends
$470 or so dollars a month for the Taurus's wouldn't it be a net
gain to give me $230 and cut DEC's costs as well as make me happy?
I personally think that the mid size sedans that DEC provides are death
traps during emergency handling situations. I am planning to go to
Plan C in any event but I would certainly appreciate dec's
financial support seeing how much shlepping around I have to do.

Good luck! I remember back in '72,when I bought a new Corvette and
tried to get it on the plan. (it wasn't plan B yet) I was denied
because it violated the rules. To this day,the rules haven't changed.

Rules: FS and Software: Two or four doors, four years old or newer, seats
    four.

Sales: Four doors, four years old, seats four.

For those of you who are on Plan A and have been waiting for the 1991
information...this is a condensed version of Don Zareski's memo, with
some clarification I got from Fleet Administration.

"Today, we have several hundred unassigned vehicles, and we need to
ensure that all of these assets are optimally utitlized. No new
vehicles will be ordered until the existing unassigned vehicle pool
has been exhausted. Additionally, the current replacement guidelines
should be relaxed, with vehicles retired for safety considerations or
excessive repair needs only. Employees who had planned to purchase
their existing vehicle, however, will still be able to do so."

"To the extent that new 1991 orders are required, the vehicle choice
    will be:
    		Sedan:	Ford Taurus, Chevrolet Lumina
Wagon: Ford Taurus, Chevrolet Lumin APV
    "

After speaking with someone in Fleet, I was told that employees are
discouraged from buying their existing cars now -- instead of buying
them at 60,000 miles (which was how it used to be), we can buy them
at the "end of their life"--which means when they need extensive
repairs. Well, who wants to buy a car with excessive mileage that
also needs expensive and extensive repairs???

Also, if we do purchase the existing vehicle, we cannot reorder a
new company car; we must drive a floater car if we choose to stay
on Plan A. Personal opinion here, but I know that I've taken care
of my company car. I don't know how well the floaters were taken
care of by the previous drivers, and I certainly wouldn't trust
them to be in perfect condition. (Lots of car trouble history in
    my district)

Another personal perception...seems like DEC is quietly trying to
eliminate Plan A again by running the existing cars forever and then
hoping that we'll accept the fact that sooner or later, we may all
    be on Plan B.

Here we go again.

Is Digital going to pay someone to drive an unassigned car from New England
to California when someone in California needs a new car? What about Alaska
and Hawaii? What about Field Service? They can't replace a wagon because
someone somewhere has an old Dodge 600 that is completely unsuitable for FS
use?

This is getting stupid. No this IS stupid.

1261.50Another delay that cost money!CANYON::NEVEUSWA EIS ConsultantWed Jan 09 1991 17:0970
I too called Fleet to ask about this memo. I would galdly accept a
currently unassigned vehicle if there is a way to get it to Arizona.

But it seems like noone has yet been named to identify who has these
hundreds of unassigned vehicles, and having checked every local office
inside this district (Tucson, Las Vegas, San Diego, and Tempe) there
are no floaters and haven't been any for the past three months.

There is no procedure for identifying who has these hundreds of cars.
The memo say someone will be named for each district to assists, but
this has not yet been done.

There is no procedure for transfering the vehicle from one district to
another even if a need can be documented in the receiving district, let
alone getting the car to the new district and getting it registered in
the new state with associated title transfers and insurance coverages.

With everyone transferred to the field in the past three quarters it
seems unlikely that there really are hundreds of cars out here in the
field offices. Unless everyone opted for Plan B.... They didn't in
this district. So if there are lots of cars out there they must be
in New England, like the previous noter I want to know who and when
will they be driving them out to the field....

The announcement felt like yet another delay in getting Plan A cars
to people who need them. Extending the life of existing cars may or
may not prove to be a cost savings, because repair cost sky rocket at
some point! But delaying introduction of new cars to the new field
personnel makes these new sales and software people second class
citizens. Some Districts have been forced to spend on rental cars,
others increased expenditures thru Plan B, no district is unaffected.

If this delay has saved Digital any money at all, it is a far cry
from allowing the businesses to manage their expenses and allocate
their resources in the most professional manner. Like the Post-It
and Calendar cost constraints, delays in announcing a Plan A program
prevent field managers from managing their expense stream by
unreasonably and unnecessarily restricting the options available to
the manager to get the job done (in this case providing transporta-
tion to his/her personnel calling on customers). We continue to
delegate responsibility but not authority or the tools to accomplish
the job to people in the field.

How can we expect field managers to consume the "several hundred"
unassigned vehicles and ensure these assets are optimally utilized
when noone has even identified where these vehicles are, and have
not identified a process for transfering the asset to the place it
    can be optimally utilized?

How do we even know there are "several hundred" unassigned vehicles,
and how did previous management allow this to come into being unless
these unassigned vehicles were optimally utilized to lower car rental
    expense and/or replacement car expense?

If senior management wants to eliminate Plan A, then take direct action
to do so. Using delaying tactics which force some people to chose Plan
B so that they have a transportation alternative in a timely fashion is
not good management practice. I recognize that every benefit and every
decision in Digital must undergo some review: we must find ways to cut
costs and become more efficient. But these reviews must be timely and
need to happen when they can achieve the greatest impact, by delaying
the decision about Plan A cars thru all of Q2 and adding a new burden
with additional delays before replacement cars can be obtained in Q3,
we have lost most if not all of the cost savings this decision is
    suppose to generate.

Hope we can now move as quickly as possible to identify the idle assets
and get them into the hands of people who need them to do their jobs.

I'm starting to get a bit angry about my situation: Right now I'm forced to
drive a car with dents in both the drivers side front and passengers read
two missing hub-caps and scratches down both sides. Fleet has refused
to fix this car. (it was one of the servicable floaters that I inherited.)
I would like to put a completely restored older car on plan B but I can't
do that because it;'s not in keeping with the company image. Well, I'm
embarassed to be seen in the wreck they've given me and I've already been
stranded by it once. And to top it all off the insurance rates in southern cal
won't even begin to be touched by plan 'b' if I bought a car that qualified.

This memo outlines the process for utilizing the existing unassigned
vehicle pool and includes the 1991 Plan A Vehicle Selector Package.

Unassigned Vehicle Process - expected start date is January 14, 1991.

   - Four individuals (regional contacts) across the US will be named to
assist in the analysis and reassignment process. You will receive
the names and telephone numbers of the four regional contacts and a
Fleet contact within the next week.

   - These 4 individuals will receive reports from Fleet Admin and will
contact responsible cost center managers to verify vehicle
availability. Digital's goal is to optimize the use of all Digital
leased vehicles. In support of this goal, as many unassigned vehicles
as possible should be made available for assignment to qualified
     drivers.

   - Assignment of an unassigned vehicle

If an unassigned vehicle is regularly used by an employee, the cost
center manager should assign this vehicle to the employee and send a
Status Change Form to Fleet (PKO3-2/F15) immediately.

CC Manager verifies that the employee's driving record is in accordance
with Fleet policies and procedures (refer to VTX, Keyword = US_Fleet).
When the CC Manager receives the driver's record, it must be submitted
     to Fleet.

   - Assignment of an inoperable unassigned vehicle.

The regional contact will work with G.E. (General Electric) to repair
or dispose of vehicles currently listed as inoperable.

   - New Order Process

The regional contact will have copies of new orders received by Fleet
and will determine the availability of a reassignable vehicle for each
order. If there is a reassignable vehicle, the cost center manager
submits a Status Change Form and driving record.

If there is no available reassignment vehicle, the regional contact
     approves the new order application.

Note: Management reports listing unassigned, new and total vehicles will
be sent to District Managers, Regional Managers and the U.S. Team.

Note: As noted in Don Zereski's memo of 28 Dec 90, vehicles will only be
retired for safety considerations or excessive repair needs.

Your support is appreciated in managing this expense saving effort.

The model selections for 1991 have been finalized. The sedan choices
include Chevrolet Lumina and the Ford Taurus. The station wagon choices
for Customer Service Engineers are the Ford Taurus and Chevrolet Lumina
APV. The following is a list of standard equipment. For your convenience,
we have included the Driver Paid Option Forms which provide details
regarding available options.

Photocopy the appropriate forms and distribute to drivers requesting driver
paid optional equipment. If optional equipment is ordered, attach a
personal check or money order made payable to Digital Equipment Corporation
to the application.

Color matrices are attached for your reference in choosing your interior
and exterior color choices. In the event color combination choices are
discontinued by the manufacturer, your second choice combination will be
automatically selected.

Drivers who have previously submitted applications for 1991 vehicles will
be contacted by phone to confirm vehicle selection and information.

Remind your drivers a current (less than twelve months old) certified
driving record from the Department of Motor Vehicles must accompany all new
vehicle applications.

The lead time on delivery for sedans is approximately 10 - 12 weeks; for
station wagons, approximately 14 - 16 weeks.

If your U.S. Fleet Plan A Application form supply has been depleted, order
form #EN-02382-10-0000-(1AG) from Northboro Digital Printing.
(DTN 234-4325, or 508-351-4325)

As a result of a 1989 federal ruling an Odometer Disclosure Statement must
be completed for all fleet vehicles which are scheduled to be traded or
sold. Photocopy the attached Odometer Disclosure Statement, if needed. By
law, we cannot dispose of used vehicles without this form.

If you will be garaging your new fleet vehicle at a new location, fill out
the Plan A application to reflect your future home address and if unknown,
use the facility address where you will be working.
