               I suppose this sounds as if it belongs in the "Moans"
    file,but I figured i'd start here. My dilema is as follows; about
    7 months ago the group I was supporting technically underwent a
    major facelift,meaning it had deteriorated it's work force by
    75% leaving quite a few of us jobless. I suppose that sounds all
    too familiar to some of you. Well anyway, myself along with the
    others were quite lucky enough to find jobs, well contract type
    positions anyway. The type of positions that you are "loaned out"
    to groups that need the extra support. Well, i'm a little nervous
    being in one of these positions, because of the uncertainty of it's
    security. And being in this position does not classify me as an
    "excess" employee. Though I have been looking to find another full
    time position, a position of certainty, i've been getting nowhere!
    I've been thru an interview with "All Hands on DEC" and was accepted
    for the job, which I was extreemly interested in because of the customer
    contact experience it would have given me. But because the previous
    cost center I worked for would not and "could not" pay for the traveling
    expenses (75% job required travel) I had to turn it down. And then
    the "DEC, the Next Decade" job fair came to MRO3, which I attended,
    and, as it seemed to me, was a definate waste of my time, whereas
    no one seemed intersted in my qualifications. Which was one of the
    points of this job seminar ( to locate people who do have some 
    qualifications and would like to work in Sales or Sales Support)
    Now as an employee on a "loan" basis, looking to change his career
    goals but finding it impossible, but would like to continue to work
    for DEC, what can one do in this situation? Also, because of this
    "loan" situation, i'm finding it difficult to get authorization
    to take customer support related courses, courses in which are totaly
    unrelated to what i'm doing now. What can this loyal DEC employee
    do about this dilema??

    TMP, or the Transition Management Program, as I understand it applies
    primarily (and perhaps at this point exclusively) to manufacturing
    personnel. In an effort to provide those in manufacturing who might
    like to entertain thoughts of moving into revenue-producing positions
    in the field (sales/sales support), we have established this program.
    
    It basically entails a separate manufacturing cost center which is set
    up to fund transition efforts. If a person in manufacturing is
    designated as being qualified for the TMP program (how this happens I
    have no idea), the program provides relocation funds, training funds,
    and salary funds through FY'90 for the employee. This means that
    someone from manufacturing can get placed into a field position at zero
    cost to the field organization for the remainder of FY'90, including
    relocation. 
    
    At the end of FY'90, it is expected that the field will then budget for
    expense and headcount for this individual, and provide them with a 
    permanent field position. I am pursuing at least one candidate under
    this program. In those manufacturing organizations which might be faced
    with down-sizing, it provides a good vehicle for those interested in
    making a move like this. 
    
    I may not have things 100% correct, but that's what my understanding of
    the program entails. I'm sure I'll be corrected if I'm off by 1-2 %

    As a survivor of another great DEC money loser, the Target Sales Force,
    all I can say is hang in there.  It took me over a year to find another
    job, and there were even worse cases.
    
    One thing you said scared me.  If you are depending on Personnel, and 
    in particular Recruiting to find you a job, you're going to be on the
    boat (as in boat people) for a long time.
    
    I found them a major hindrance, and did not find a job until I broke
    out from under their stone-walling.  Good Luck!!

    	I'm not sure what area you are working in, but it seems to me
    that perhaps you could use your "on-loan" status as an opportunity.
    Sounds like a pretty good way to come into contact with other
    organizations and build some contacts in there. It's amazing how
    many people are willing to help.
