    Is anyone familiar with a policy that covers the following situation.
    
    	I am the Operations Manager for my group and as such 'own' Computer
    Operations.  One of the managers secretaries abruptly went on short
    term disability and the manager asked for access to the secretaries
    VAX account.  The manager told me that the secretary couldn't be
    reached to get permission but said that access was necessary because
    of meetings and messages the secretary regularly acquired for the
    group.  Is there a policy that covers this.  Could DEC be liable
    if I give the Manager access?  Is the account considered personal
    property like someone's desk?...I need help on this one.

    	When I was out sick with the flu for a week a few years back,
    A member of my department had desperate need for some notes I had
    from the standard setting process the previous year.  My manager
    and his manager gave permission for security to unlock my file cabinet
    to look for the notes.  I feel this was entirely appropriate.  While
    it is "my" file cabinet, it is only mine in the course of doing my
    job duties.  Proper channels should be followed to assure that privacy
    is not frivolously infringed, but neither should work be stopped.

    	We follow a similar policy as to access to accounts when people
    are out sick or on vacation.

     Is there a policy on this or does each group invent their own?

    Personnel is usually involved in these Short Term Disability cases
    and can be brought in to help approve the action and to get in touch
    with the individual, should that be necessary.  I would also involve
    security.
