DECmcc X1.2.15 VMS V5.5

I'm trying to REGISTER a node that already exists in the namespace, and am
getting 'Unable to register name, protection violation in the namespace.'.

I'm entering the following command from NCC000::SYSTEM:

$ manage/enter
DECmcc (X1.2.15)

MCC> register node4 .hlo.argyle synonym argyle

Node4 DEC:.hlo.argyle
AT  3-MAR-1992 13:18:21

Unable to register name, protection violation in the namespace.
MCC>

I've checked the protections on .hlo.argyle, .dna_nodesynonym.argyle and
.dna_backtranslation.%X49.%X0006 and all look okay to me, especially as DECmcc
should just be checking to see that the later two exist, which should require
only read access, right?

Anyhow, any thoughts as to why this is failing?  Does X1.2.15 have any journaling
or verbose mode, such that I can see what object/access is forcing this 
protection violation?

    Apparently you need CREATE access to the DNS site directory where nodes
    are stored.
