You need to record the Line Characteristics of the associated Line to
get the line speed. You are correct in that you don't need the INITIAL
ATTRIBUTES and REFERENCES partitions for the Line to calculate the Circuit
statistics. The documentation should clarify this.

Quite often when you have past data, specifically statistics, you might
want to export the data to an RDB in order to generate text or graphical
reports. The Exporter exports ALL partitions to the RDB. You have no
choice here. That's why we recommend that all partitions be recorded. If
you are not going to export this data, you may just record Circuit Counters,
Circuit characteristics and the associated Line characteristics.
Maybe the documentation should make this clear.

Certain partitions, specifically the INITIAL ATTRIBUTES, need not be recorded
to save disk space.
