	MCC_READ_RULES.COM is  a  command file to read the DECmcc rules
	database for all  domain based rules, and create a command file
	to enable that rule for the given domain.

	This command file is useful is you have been creating rules via
	the FCL and not keeping  track  of  them.  If you enable a rule
	from the FCL or the IMPM  and  exit  from  DECmcc,  the rule is
	disabled.  The user needs a quick  way  of  enabling rules that
	they have created.  This command file should be of help.
