I recall that V7.1 was supposed to support selective dump of processes to the
dump file. There was supposed to be a system manager-editable data file that
would specify which processes to include in the dump, and in what order.

I can't find this documented anywhere. Am I confused again?

To answer my own question:

The data file that directs the order in which processes are included in the dump
is  SYS$SYSTEM:SYS$DUMP_PRIORITY.DAT. A .template file is provided in OpenVMS
Alpha V7.1. Instructions are in the .TEMPLATE files. The functionality does not
exist on VAX.

I still don't see where this is documented. I checked the V7.1 New Features, 
Release Notes and System Managers manuals. Should I QAR the documentation?

    Section 15.5 of the System Manager's Manual discusses the order of 
    selective dumps. 15.5.2 gives you the details of how to set priority
    of processes in that ordering and SYS$SYSTEM:SYS$DUMP_PRIORITY.DAT.
