	The algorithm used to generate Read Element Status sets the
	Exception bit for empty slots whose cartridge isn't in a
	drive.  This has the affect of making it clear where a
	cartridge can't be returned on unload.  But, when verbose
	is turned on the ASC/ASCQ codes are 0/0.  It may be desirable
	to set values which produce a useful message.  If can be
	an existing message if one exists or we can create one.

	It may also be possible to generate the source address so
	that Home will work.

	The ASC/ASCQ values for the "unavailable" slots on the DSA
	robots have been set to 0x21/0x1; Invalid Element Address.
	Between using an existing code and inventing a new one
	that is specific to MRU this seems the simplest.  It
	does accurately represent the fact that these slots are
	more than simply "Empty".
