I have been to the DCU HQ several times over the last few weeks.  They have 
a four lane drive up arrangement.      Each of the times that I have been
there the traffic lights for each lane have been red and the lanes have been
blocked by traffic cones.   

Is there some logical reason why these lanes are apparently permanently 
closed.   I did notice that at least one lane was usually being used as a 
parking spot .    For any of you not familiar with the building the floors 
above the ddrive up lanes are part of the building office space.
