    that was one of the unexpanded items on the list.  Tah and bringing in
    every tom, dick and harry group, perhaps we'll be call tdh ?

    With a diminished field of membership, (exactly how much I'm not
    certain) and one that is likely to remain that way, clearly, if DEFCU
    holds its scope of membership to that, membership count will decline, and
    its fate will rest far more in the hands of its sponsor, Digital
    Equipment Corp.
    
    As membership declines, so will the ability to provide additional
    services and preferential rates etc. Controlled expansion of the scope
    of membership makes sense.  The question then is to whom does it make
    sense to offer membership.
    
    I personally would not look favourably upon a geographic basis ...
    One of the advantages of aiming towards select corporation based
    membership is that the quality of loans etc is likely to remain higher
    with fewer write-offs.  Also, it is possible that the credit union can
    look for some sponsorship from the member corporations to assist in
    costs.  Opening to a geographic base is likely to make our sponsor less
    willing to provide facilities etc on a reduced cost or free basis. A
    community is unlikely to sponsor a geographic based DCU.  Also, there
    are plenty of communities that could be included in DCU's membership
    scope ... Colo. Spgs, Atlanta ... etc ... Focusing on Maynard is likely
    to make DCU even more GMA geo-centric.
    
    A good proportion of DCUs members today are probably not Digital
    employees any more ... and if membership is expanded to select
    organizations or places that will increase.  A careful name change
    would make some sense, but don't change just for the sake of it - this
    will cost the membership bundles of money.  Huge amounts are invested
    in the DEFCU / DCU name by the Credit Union and its members.
    
    So, I share Ed's concern to lesser extent.  I like the idea of looking
    at the CU and seeing where it wants to go ... but please when it comes
    to MAJOR changes about membership scope ... like including major
    non-Digital affiliated groups, or geographic membership, then the whole
    picture must be presented to the existing membership and its permission
    shuold be acquired before proceeding.  There are some things that are
    even beyond what we entrust our BoD to do!

Do the bylaws allow the Board to make these decisions, or do they
reserve that to the membership? I'll wager the former.

I'd really be interested in knowing what the current makeup of the
membership is relative to employment at DIGITAL. I.E. how many
DEFCU members currently hold DIGITAL badges.

    Significant field of membership require NCUA approval.  Of course,
    given NCUA's non-interest in our fight with the old BoD, I'm not sure
    the first sentence is terribly helpful.

    One of the other little benefits of doing business with employees is
    the loan default ratio is smaller than 'average'.  Perhaps it's time
    to declare [like DEC] that we ARE smaller.  And we will be SMALLER.
    And that smaller mass will continue to serve its base.
    Yes, someone's kingdom is reduced.
    I don't know of too many penalties [other than not being able to sink 
    money into bad realesate loans] for being smaller.

But I am under no obligation to tell the DCU where I work!.  They can require that 
information when applying for membership or when applying for credit, otherwise...
I thing Digital could be in for trouble if they provided that information to DCU.

Sorry, but I am paranoid about the lack of regulation for confidentiality and data security in 
this society.  I regularly refuse to provide information for the  "update our records" phone 
calls I get from banks, et al.

    I don't think the goal would be to tell DCU where you work ... but
    rather, do you or anyone in your family work for Digital, and then
    simply record the #s ... no name association required.
    
    That way, it would be possible to determine the impact of the
    downsizing on DCU over the years, and whether it is appropriate to
    expand the scope of membership.
    
    If Digital isn't hiring vast numbers of people who take advantage of
    DCU, then the demographics of DCU members will proceed alonng the lines
    of older employees with fewer bills and need for fewer loans.  Since a
    credit union's business is based on loaning money to members, then it
    will not be able to meet its loan needs and cannot accept your
    deposits, unless it pays you reduced interest!
    
    No, you are not under any obligation ... but under controlled
    conditions, for DCU to know if you, as an unidentified member, work for 
    Digital, could be to the long term benefit of your credit union.
    
    There are ways to ensure anonymity if this still concerns you.
    
    Anyway, this is all hypothetical ...

The only reason I asked the question (what's the DEFCU memebership
proportion of DECcies) was that the only real concern I can see with
limiting the field of membership has to do with the desire to keep
the ratio of defaulted loans low. I don't know that the reason we
enjoy that is because we have so many members gainfully employed
at DIGITAL. If in fact I found that only 20% of the DEFCU members
actually worked at DIGITAL, I really don't think I could make a
case for limiting membership too much.

    To my knowledge, that contact has not been made.  Is this still a

Have the town/agency contact Carol Malouin, Business Development Manager
at the DCU.

She can provide information to the group on how to go
about have the town included in the DCU's field of membership.
