A more effective way of using a list like this is to assign a number to each 
word.  Then, instead of a phrase use a three digit number.

    	1 Total			1 Performance		1 Capability
    	2 Simulated		2 Policy		2 Strategy
    	3 Organisational	3 Diagnostic		3 Alternative
    	4 Transient		4 Contingency		4 Interaction
    	5 Peripheral		5 Stability		5 Function
    	6 Motivational		6 Concept		6 Characteristic
    	7 Optimum		7 Parallel		7 Programme
    	8 Diversified		8 Reciprocal		8 Model

For example, John's "Transient Reciprocal Interaction" becomes 484, and 
Bonnie's "Peripheral Diagnostic Strategy" becomes 532.  It also works well 
when you are writing a pompous technocratic memo, but get stuck for a phrase.  
Simply generate a random number, and use whatever phrase results.

The 111 of this 247 is the 763.

coming very close to something that is covered by a project methodology...
