Introduction: 	BAGELS.NOT.

Content:	This file will contain those topics that pertain to:

		 o	Judaism
		 o	Israel
		 o	Hebrew/Yiddish Languages	
		 o	Modern/Ancient Jewish Life/Laws
		 o	Current Political Issues
		 o	Food (mmmmm....)

			There will be a note entry titled RECIPES,
			please put all recipes as a reply to that note.
			If you have a non-recipe food issue, use the 
			entry entitled FOOD.

		o	There will also be note established for
			each Jewish holiday, where questions concerning
			the holiday and well wishes FOR that holiday should
			go.



Statement of Policy:

	1]	Please read Chapter #7 of the Notes11
		users guide. 

	2]	Censorship:	

		o	I will delete any note that I find:

			-	Offensive to the generql public;
				(As defined in Notes Etiquette)

			-	Not pertaining to the original intended
				content of this file;

		o	Notification of deletion:

			- 	There will be a note reserved for 
				the topic of censorship and what should
				or should not be deleted.

			-	If you/I think a note should be deleted,
				enter a reply to that note, and then others
				should also reply with pro/con's.  After
				due consideration I will delete the note
				or send MAIL to the parties that were pro-
				deletion, explaining why I feel the note should
				stay.  If anyone is curious as to the
				whereabouts/status_of_censorship_decision
				of a note/reply, then send MAIL	to 
				CADCAM::MAHLER.  [I do not expect to see
				"FLAMES" in the censorship note, just a calm
				explanation of why the note is offensive or
				out of place and, hence, should be zapped.]
	
			-	If an entered note is extremely offensive,
				I will not wait for a deletion request
				and archive the note.  I will then send
				MAIL a distribution list containing a pointer
				to the note.  [To get on the distribution
				list, send MAIL to myself].

			- 	Also, during the time that a note is
				being evaluated for rudeness/etc do NOT
				enter notes saying "What happened to #.#"
				or "Mike, you are a leftist guerrilla".  Send
				MAIL.

		o	In addition, any reply to a note that is totally
			incongruent with the note title will be flagged
			and a message sent to the originator.  The note
			will NOT be deleted (Unless it falls in the afore
			mentioned category), but, instead, the sender
			will be advised about curtailing tangents. (See
			the section concerning "snowballing" in the
			User's guide.)  I am heat sensitive and do not
			tolerate "flamers", so to speak.

	

	o	Lastly,	please use DecSPELL before submitting and
		try to remember that "The Corporation" spans the globe
		and that people reading the file may not know much English.
		Therefore, be careful with terms/acronyms that might
		have another meaning somewhere else in the world.

PROPER USE OF DIGITAL COMPUTERS, SYSTEMS AND NETWORKS 
 
POLICY
 
Digital owns and operates computers, systems and networks in support
of Company business activities.  Systems should be used to enhance the
cost effectiveness and efficient running of the business, to assist
employees in being more effective in executing their duties and
responsibilities, to foster appropriate open and efficient
communications and to perpetuate the use of computers in day to day
activities.  The efficient operation of these vital resources is
critical to the success of the business.  Therefore, it is the
responsibility of all employees to insure that these resources are
being used properly. 
 
DEFINITION
 
For purposes of this policy, improper use includes, but is not limited
to, the use of Digital owned and/or operated computer systems and
networks for the purpose of gaining unauthorized access to internal or
external computer systems or accounts, for personal purposes that are
contrary to Company philosophy or policy, for purposes that interfere
with the Company's business activities, or for purposes of individual
financial gain.  Examples of misuse could be transmitting offensive,
harassing and/or devaluing statements, developing and transmitting
inappropriate graphics, transmitting sexual or ethnic slurs or jokes,
soliciting other employees, developing chain letters, communicating
matters of private conviction or philosophy, permitting unauthorized
access, etc. 
 
RESPONSIBILITIES
 
INFORMATION SYSTEM MANAGERS:  Information Systems Managers must ensure
that computers, systems and networks that they manage are clearly
operating in support of Company business activities.  This could be
accomplished by reviewing equipment usage and educating users, issuing
periodic systems management advisories.  Information Systems Managers
will also immediately investigate and report any incident of misuse by
an employee to the employee's manager. 
 
MANAGERS:  Managers should periodically remind employees about the
proper use of Company computer resources and with proper consideration
of employee privacy, monitor these resources to insure that they are
being used in accordance with this policy. Additionally, in cases
where there is suspicion of improper use, managers should discuss the
problem with the employee in question, and, if appropriate, involve
Security.  In cases where improper use has been clearly established,
the employee should be dealt with in accordance with the Corrective
Action and Disciplinary Policy (6.21). 
 
EMPLOYEES:  Employees are expected to use Company sponsored computer
resources in accordance with this policy and to support company
business activities.  In addition, employees should report all
potential misuse to the appropriate Information Systems Manager and/or
their supervisor.

    I'd like to take the time now also to tell you why
    I started BAGELS in the first place.  New to DEC, I 
    did not hear of any visible organization pertaining
    to Jews [like Campus Hillel or what have you] so I
    thought this file was needed.  I'm not religious
    in the least but will defend thouse who are and 
    am proud of my heritage.  It's difficult to seperate
    Judaism from Jewish History, maybe it's the same
    thing, so there are going to be differences of opinion
    regarding this as well.  I've been learning alot
    from BAGELS, which is why I started it in the first place.
    I'd like to continue to learn from you ALL and not
    have to sort through 'x is a jerk' statements.

    If you are being srcastic in attacks, use a 8-}

It seems people have been having problems deleting notes.  This is a bug
in the version of VAXnotes on IAGO.  I am going to bounce IAGO this afternoon
in order to install the FT version (overriding the IFT version).  This
release claims to have this bug fixed.

I have finally found someone to help me fix it.  Therefore, at 1PM EST today
I will set BAGELS nowrite and make a copy of it to send out for repairs.
When it is fixed (or the attempt) abandoned, I will turn write back on
(no later than Thursday morning).

BAGELS is writable again.  Thanks to Rick Murphy, BAGELS.NOTE is ~30% smaller
than it was and supports V2.0 operations.  For those of you running V2.0,
that means that MOD NOTE nn.mm/NOTE=xx.yy will now work.  Happy noting.

GVRIEL and its owner (that's me  8^{) are moving to PKO3-1 tomorrow.  This
afternoon I will be shutting down briefly to backup my disks.  When GVRIEL
comes back up, BAGELS will be set nowrite.  Sometime tomorrow our system
manglers will shut the GVRIEL down to move it.  BAGELS should be available
and writeable on Monday 10-APR-1989.

For those of you with lazy system management, the node number of GVRIEL will
be changing.  So, make sure your net database is updated.

For those of you using DNS to point at BAGELS, the access point remains the
same.

    One of the contributors recently received an unsigned (paper) memo
    telling him/her not to participate in Bagels.

    This is contrary to DIGITAL's US Policies and Procedures 6.54, which
    requires all non-work-related notes conferences to permit access to
    all DIGITAL employees.
                             
    If you believe that any posting in Bagels is inappropriate, you should
    contact the author directly and openly, or contact the Bagels moderators.
    The moderators will respect your anonymity, should you so desire. 

    No employee should have to accept anonymous threats under any
    circumstances. The Moderators will support any employee who chooses to
    involve Personnel if this should occur again.

    All participants are expected to read and follow Digital's Personnel
    policies, especially US P&P 6.03 (Harassment), US P&P 6.54 (Proper Use
    of Computers, Systems, and Networks), and US P&P 6.24 (Employee
    Conduct).  These policies are available from your supervisor, and from
    VTX. If you are not a US employee, similar policies should be available,
    perhaps under different reference numbers.

    The purpose of Bagels is to discuss Jewish and Israeli issues.  All
    DIGITAL employees are welcome to participate.

As you might be able to tell by my new address, I am no longer at PKO.
Unfortunately, BAGELS still is but can not remain there for too long.  It is
possible that I will get enough disk space in the future to support BAGELS but
will be on a hidden node.  So, we are looking for a new home.  BAGELS is in V2.0
format and will REQUIRE a node running VAXNOTES V2.0 or later.  It would also be
preferable that the node have DNS running so that we can maintain a DNS access
point.  It will also be appropriate that someone with system privileges on the
new site take on some MODERATOR functions and ensure sufficient BACKUP coverage
and other systemy things.

If anyone has a node meeting the these criteria please send mail to Martin
BOLT::MINOW and myself {4GL,KOBAL}::SCHOELLER.

So far the only offer is from Alan Goldman in TAVland.  I don't know yet
which node or exactly when the move will take place.  I will try to keep
you posted at least 24 hours in advance (more if possible) of the move.

   There are currently difficulties with communications between 
   Israel and the outside world.  This is due to a broken undersea 
   communications cable.  Traffic has been rerouted but connections

The current crisis in the Gulf is very sensitive and many people may 
have strong feelings concerning the situation.

We would like to remind people that DIGITAL is a multinational company 
with employees from many different backgrounds.  It is our policy that

Corporate Personnel Policy 6.54 (4-Sep-1989) on Proper Use of Digital
