Led on indicates the batteries are fully charged and power is on
Led blinking slowly indicates the batteries are supplying power and there is
no controller power
Led blinking rapidly indicates batteries are being charged.

I understood the LED meaning.
How about the "shut off" switch? Is this switch like a "reset
buttom" on RA310?

| It causes the batteries not to supply power to the cache. You should
use it when you have a planned power shutdown. Also... be
careful to do a shutdown CLI command to ensure that the
cache has been flushed first!
