    That's not completely correct.  I have had a DIAL account before, it's
    required to SELL things.  Purchase does not require an account.  When
    I went through this before, the folks handling the "membership" did
    mention that I need to be careful when adding things.  If forced, there
    is a way that your group/unit can get assigned a stockroom number.
    For a small amount of equipment, it just doesn't make any sense.
    
    Since VTX DIAL is still down, it's hard to look in there to find an
    example.  When it is resurrected, you might look through the listings
    to see if there are any that DO NOT have a SR number.  I've found that
    most times items are listed as in a stockroom because they are actually
    part of manufacturing anyhow, and that part of the process is already
    in place.
    
    Getting a DIAL Account will require at least management level
    signatures (not sure if it is CC manager only or higher).  Normally,
    a stockroom is associated with either manufacturing, logistics or other
    supply business.  There has to be a way to get an account with CC only,
    because not everyone who sells stuff on DIAL is associated with one
    of the above.  There's an awful lot of material that gets transacted
    for that to be a requirement.
