Subj.: Approval/Ordering of Microsoft Software for Internal use.
As per attached mail, Microsoft software packages "for Internal
Use" e.g. Microsoft Office, Exchange, etc., can be ordered from Galway.
In order to comply with the "Spend restrictions" guidelines, Galway
has blocked access to the OLS system and has implemented a manual process
requiring all approvals.
It was brought to our attention that the approval process and this
ordering process is cumbersome and not totally clear. As a result
employees have approached and requested Acquisition to purchase
Microsoft software externally. It needs to be understood that we
pay at least twice the internal cost when we do so.
Software for Internal Use - Ordering Process
In order to ensure compliance to Phil's attached message and to
simplify and standardize the ordering process the following is
applicable as of today:
1) ALL external ordering for Microsoft Software packages for
"Internal Use" through Acquisition or via the LVO process is prohibited
and will be stopped immediately.
Action: All Country Acquisition Managers will cancel all
external orders immediately and will no longer accept and process orders
for this purpose.
2) Within the boundary of Phil's mail and the Corporate
Approvals policy, Microsoft software for Internal Use can be ordered
directly onto Galway by the Country CCS Managers or their nominees
directly using the Galway OLS system. End users need to have approval
per policy - CCS will manage the order execution.
Action:
a) Not later than February 15 Country CCS managers will
nominate one CCS employee in their country who will be allowed access
to the Galway OLS system and who can order Software for
Internal use for the subsidiary. The name of this employee needs to
be communicated to Bernie Ryan in Galway (@ILO). Wolfgang
Kerausch and Geoff Lomas to communicate this to all country CCS
Managers.
b) For these employees, Bernie Ryan will:
- ensure full access to the OLS system
- ensure that all OLS orders will be immediately
processed.
Regards,
Mario & Phil
#) Enclosure 2
As you are aware, we have decided to phase-out All-in-1. We will
replace it with a suite of Microsoft software packages
(MS-Exchange, MS-Office, etc.) over the coming months.
To enable this program, the necessary "Internal Use" software
products can be ordered from Galway. In order to ensure that the right
software products are used, the ordering process requires country approval
from the accountable CCS (IS) Manager and Country Finance Manager.
The Discretionary Spending Program is still in place. All other
software products for "Internal Use" require European Exception
approval as outlined in the following matrix.

| Hi,
I am not the guardian of MS licencing, but my understanding of the way it
was originally set up was that you were only SUPPOSED to UPGRADE programs
you had already bought, AND had paid for the UPGRADE licence, ( There was a
MCS only deal that bought a blanket UPGRADE for various MS products).
The rest of the Corporation was supposed to get an upgrade licence and
then download a new version of their existing software. This limited
upgrades for example, you were not supposed to upgrade Office 95 to
Office 97 PROFESSIONAL.
The states do not seem to be operating under the same rules, and put
the upgrades on the WEB without any explanation of the above. Perhaps
the rules have changed, perhaps they don't care.
All I can say is that I have seen no mails changing the original
explanation I received. I had a mail somewhere with details of the
above, but I cannot find it. If someone else has still got it could you
please post it here!
Regards
Patrick
